Role overview
The City of Winnipeg is hiring a Zoning and Permits Reception Clerk to support the Development and Inspections department within Planning, Property and Development. This role combines front-line customer service with clerical support for the Zoning and Permits Branch. The successful candidate will report to the Supervisor of Support Services.
Work location and schedule
The designated workplace is Unit 31, 30 Fort Street in Winnipeg, with a hybrid arrangement tied to that location. The shift runs from 8:30 a.m. to 4:30 p.m., Monday through Friday.
This is a temporary full-time role for two openings, ending December 31, 2026, with the potential for extension.
Compensation and employment terms
Pay is offered at $1,798.30 to $2,105.55 every two weeks, aligned with the Clerk B classification under the C.U.P.E. collective agreement. The employee group is C.U.P.E.
Flexible working arrangements may be available, including flexible hours, remote work, or a hybrid model, but any arrangement is subject to review and approval. Employees approved for remote work must remain able to return to the designated work location or another in-person location whenever meetings or on-site tasks require it.

What you will do
Working under supervision, the Reception Clerk will deliver in-person and telephone customer service while also providing general administrative assistance to the branch. Depending on operational needs, duties may include processing zoning memorandums and variances, handling encroachments, tracking permits, supporting cashier activities, entering permit application data, and taking on other duties that fit the classification.
The position calls for someone who works well in a team environment and helps maintain strong coordination across staff and stakeholders.
Additional duties
- Handle trade and special permit applications, including related refunds.
- Answer enquiries from internal and external customers and direct notifications to the appropriate staff members.
- Administer public notices and their placement.
- Support the encroachment process from start to finish.
- Carry out miscellaneous tasks as assigned.
Qualifications
Applicants should bring at least one year of administrative support experience, including the upkeep of accurate files and records. Experience using Microsoft Office tools such as Word, Excel, and Outlook is required, along with the ability to operate a personal computer and related software.
Other important qualifications include strong organization and prioritization skills, clear verbal communication, well-developed written communication for correspondence and reporting, solid interpersonal skills, confidentiality, the ability to work with limited supervision, and the flexibility to manage a range of assignments. Candidates must also be able to type accurately at 20 words per minute.
Applicants educated outside Canada must have education comparable to the minimum Canadian requirement and must provide an official academic assessment report from a recognized Canadian assessment service at the time of application.
