About the Role and Organization
The City of Winnipeg is a significant employer in Manitoba providing a wide array of benefits and career growth options. The Junior Pension Officer position is a full-time, permanent role located on-site at the 5th Floor – 317 Donald Street. This position belongs to the Winnipeg Civic Employees’ Benefits Program (WCEBP), responsible for administering pension and disability benefits to over 22,000 members.
WCEBP focuses on accurate, timely pension processing including retirements, employment changes, and other member matters in compliance with legal and regulatory requirements. The environment is highly technical, demanding attention to detail, confidentiality, and analytical skills.
Key Responsibilities
- Manage and coordinate the calculation and communication of contributions, pensions, and entitlements to ensure prompt and correct service delivery.
- Provide detailed information and counsel to plan members and beneficiaries regarding their pension options and benefits in line with plan texts and regulations.
- Supervise, assign, and monitor clerical staff work.
- Review and approve standard pension calculations and payments ensuring compliance with legislation and policies.
- Escalate complex issues to senior Pension Officers when necessary.
- Offer training and ongoing guidance to support staff.
- Verify member records and systems for accuracy and completeness.
- Support Pension Officers through research, plan text analysis, and drafting correspondence.
- Assist in organizing and delivering pension seminars.
- Help develop and implement procedural improvements to enhance member services.
- Engage in pension-related projects and strategic initiatives.
Qualifications and Skills
- Diploma in Business Administration or related fields such as mathematics or actuarial science with at least two years’ experience in defined benefit pension administration.
- Relevant education, training, and experience combinations may be considered.
- Commitment to complete the Retirement Plans Associate (RPA) designation within three years.
- Strong mathematical ability related to pension benefit calculations.
- Excellent analytical, research, problem-solving, and decision-making skills to address member inquiries effectively.
- Superior written and verbal communication and interpersonal skills.
- Meticulous attention to detail with excellent organizational and time management skills.
- Proficiency with Microsoft Office, particularly advanced Excel skills.
- Self-motivated and able to manage workload with a sense of urgency.
- Professional demeanor with a focus on confidentiality and privacy.
- Adaptable, flexible, and eager to learn and adjust to changes.
- Comprehensive knowledge of pension plan provisions, Manitoba’s Pension Benefits Act, Income Tax Act sections relevant to pensions, and WCEBP systems and policies within one year.
Additional Information and Terms
- Applicants with foreign education must provide an official assessment report from a recognized Canadian credential evaluation service.
- Successful candidates must maintain legal work eligibility in Canada and obtain a satisfactory Police Information Check at their own expense.
- Applicants will undergo proficiency testing assessing relevant knowledge, skills, and abilities.
- Additional training or certification may be required as part of job duties.
- Work hours are 8:30 a.m. to 4:30 p.m., totaling 35 hours per week.
- Position is governed by the Winnipeg Association of Public Service Officers (WAPSO) collective agreement.
