Job description
Overview
The City of Winnipeg's Finance & Administration Division within the Water and Waste Department is recruiting a Superintendent of Meters. This full-time position, based onsite at 243 Main Street, is a permanent role on a temporary basis for up to three years, with working hours from 8:30 a.m. to 4:30 p.m., Monday through Friday. The salary range for this role is $85,834.69 to $115,293.49 annually (W.A.P.S.O. Grade 4). Responsibilities
- Oversee staff management within the Meters department, including human resource matters.
- Lead the design, implementation, evaluation, and improvement of meter reading strategies for accurate water and sewer usage measurement.
- Develop and manage processes ensuring fair and precise metering for Water and Waste customers.
- Handle resolution of escalated customer concerns related to meters and water billing.
- Administer the Adjustment of Sewer Charges Program.
- Prepare, recommend, and monitor the operating budget for the Meters Section, including input on capital budgets.
- Coordinate meter-related projects using both internal and external resources.
- Maintain strong technical and analytical oversight to implement best practices in metering technologies and operations.
Qualifications
- Diploma or Bachelor's degree in a technical discipline such as science or engineering, complemented by additional training in Human Resources, Accounting or Business Planning. A management certificate or diploma is preferred, or comparable experience.
- At least four years of relevant experience in a related field.
- Sound knowledge of Water and Sewer By-laws, metering applications, utility billing, meter management systems, and meter reading/inspection procedures.
- Proven ability to supervise technical and clerical staff effectively.
- Experience in report writing and delivering presentations.
- Familiarity with collective agreements relevant to departmental employees.
- Proficient computer skills in a Windows environment, particularly Microsoft Office Suite (Word, Excel, Access, PowerPoint).
- Strong decision-making, problem-solving, analytical, and technical capabilities.
- Knowledge of budgeting and financial forecasting processes.
- Ability to work independently with minimal supervision.
- Excellent verbal and written communication skills to interact with staff and customers.
- Organizational skills to prioritize tasks and meet deadlines efficiently.
- Understanding of municipal policies, legislation, and ability to interpret relevant laws.
- Capability to maintain effective working relationships with colleagues and supervisors.
- Ability to function effectively under stress and comply with timelines.
- Applicants educated outside Canada must provide official academic assessments from recognized Canadian agencies.
Additional Information
- Successful candidates must maintain legal work eligibility in Canada; those with work permits should ensure validity.
- A satisfactory Police Information Check and Vulnerable Sector Search, at the candidate's expense, is mandatory.
- A valid Manitoba Class 5 Driver's License is required and must be maintained throughout employment.
- The role may require use of a personal vehicle for work purposes under City Transportation Policy guidelines.
