Overview

Job Summary

This role entails comprehensive oversight and leadership of operational maintenance within an assigned district. Key duties include managing allocation of personnel, equipment, vehicles, materials, and budgets. The Superintendent is responsible for all personnel decisions including hiring, training, promotion, and termination. This position demands a high degree of independent decision-making and judgment, often in situations without established policies, where errors could negatively impact the City's reputation and result in liability or financial repercussions. The role reports directly to the Administrator of Operations and operates with minimal supervisory guidance.

Responsibilities

  • Coordinate and lead all resources and activities related to operational and park maintenance within the assigned district.
  • Track and evaluate staff productivity and manage resolution of complaints effectively.
  • Ensure that repairs, maintenance, and improvements on district and park assets are completed with quality craftsmanship and cost efficiency.
  • Oversee budget management, ensuring proper allocation and spending within the district.
  • Maintain positive working relationships with labor unions and other City personnel.
  • Promote a safe and productive work environment for all employees.
  • Ensure streets, sidewalks, and trailways remain accessible and safe during weather events.
  • Inform supervisors and public information officers about situations that could adversely affect the City's public image.
  • Follow City policies strictly in all aspects of personnel management including hiring and termination.
  • Prioritize and plan work, evaluate outputs, conduct performance reviews, and provide counseling and disciplinary actions as needed.
  • Maintain confidentiality consistently.
  • Perform additional duties as assigned by management.

Qualifications

  • Bachelor’s degree in a relevant field plus a minimum of five years of progressive experience including at least two years in a supervisory role; or an equivalent combination of education and experience totaling nine years.
  • Comprehensive understanding of applicable local, state, and federal laws, regulations, and ordinances.
  • Experienced in directing and supervising street maintenance activities.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook) and experienced in office management.
  • Ability to maintain professionalism under stress and to resolve problems effectively.
  • Strong multitasking, organizational, and independent work capabilities combined with team collaboration skills.
  • Flexible to adapt priorities and direction as situations demand.
  • Excellent critical thinking and problem-solving skills with attention to detail.
  • Strong written and verbal communication skills.
  • Valid driver’s license required.

Preferred Qualifications

A Bachelor’s degree in Business Management or Operations Management is favored.

Working Conditions

Work primarily occurs in both office settings and outdoor street locations, with exposure to environmental elements such as dirt, dust, odors, and varying weather. Twelve-hour shifts may be required, particularly during adverse weather conditions, with emergency response duties.

Physical Requirements

  • Majority of time spent seated at a desk.
  • Occasional handling of light materials (5-10 pounds).
  • Extended use of keyboard and workstations.
  • Ability to perceive auditory and visual signals.
  • Clear oral communication skills necessary.
