Street Scene Officer

About the Role

Wealden District Council is looking for a dedicated and proactive Street Scene Officer to join their team. This full-time, permanent position based in Hailsham involves frontline environmental enforcement activities aimed at maintaining cleanliness, safety, and the enhanced appearance of the district. Key responsibilities include addressing fly-tipping, abandoned vehicles, dog fouling, and other environmental offenses.

Key Responsibilities

• Collaborate with senior officers and management on environmental enforcement under the Clean Neighbourhoods and Environment Act 2005.
• Conduct investigations and gather photographic evidence related to fly-tipping and waste Duty of Care for waste management compliance, including interviews and preparation for enforcement or prosecution.
• Manage reports and investigations of abandoned vehicles, maintaining the official abandoned vehicle system and initiating communications with registered keepers.
• Coordinate the safe removal of deceased animals from public spaces, complying with welfare and health and safety standards.
• Monitor and liaise with waste and street cleansing contractors to ensure the cleanliness of roads, footpaths, and the appropriate management of dog and litter bins according to COPLAR standards.
• Support educational and enforcement efforts surrounding dog fouling, including patrols, public engagement, hotspot monitoring, and issuing fixed penalty notices when necessary.
• Work cooperatively with multiple council departments and external partners like the police to achieve comprehensive outcomes.
• Assist with logistics related to litter picking equipment and waste container management as required.
• Conduct minor maintenance assessments on dog and litter bins, reporting those needing replacement.
• Maintain accurate records, reports, and use case management systems effectively.
• Contribute to policy development, service improvements, and local environmental campaigns.

Skills and Qualifications

• Practical experience in environmental enforcement, notably dealing with fly-tipping and abandoned vehicles.
• Familiarity with relevant legislation including Environmental Protection Act 1990, Refuse Disposal Amenity Act 1978, and Anti-Social Behaviour laws.
• Strong communication abilities for engaging with the public, contractors, and partner agencies.
• Excellent investigative, organizational, and decision-making skills.
• Possession of a full, clean UK driving license.
