Overview
This senior role focuses on directing procurement strategies essential to the success of a large enterprise transformation before implementation commences. Situated within a major government transformation initiative, the Senior Project Manager will oversee the planning, governance, and execution of the entire Approach to Market (ATM) for a significant Commercial Off-The-Shelf (COTS) procurement effort. The position requires collaboration with procurement experts, business leaders, and technical teams to craft a market strategy that is commercially sound, compliant with regulations, and aligned with long-term business goals.
Key Responsibilities
- Oversee the development and delivery of a thorough Approach to Market strategy for a major enterprise COTS procurement.
- Create integrated project plans, procurement strategies, and governance documents aligned with program objectives.
- Lead a cross-functional team in producing compliant procurement documentation, evaluation criteria, and managing market engagement.
- Engage stakeholders across business, technology, and executive levels to ensure procurement deliverables meet strategic and governance standards.
Required Experience and Skills
- Proven experience managing several large-scale Approach to Market or Request for Tender processes for COTS solutions within government environments.
- In-depth knowledge of government procurement frameworks, governance, sourcing strategies, and value-for-money principles.
- Project leadership expertise utilizing PRINCE2 methodologies and familiarity with Managing Successful Programmes (MSP).
- Exceptional abilities in stakeholder engagement, facilitation, negotiation, and aligning diverse teams including business, procurement, and technology.
Technical Environment
- Government Procurement and Commercial Off-The-Shelf (COTS) product procurement.
- Experience in Approach to Market processes, Request for Tender preparation, and procurement governance.
- Familiarity with PRINCE2, MSP frameworks, and enterprise project governance practices.
- Expertise in procurement strategy development, evaluation mechanisms, and contract formation.
Additional Information
This role prioritizes candidates with demonstrated ownership of government procurement and comprehensive market approach experience, especially in complex COTS acquisitions. It is not suited to project managers mainly focused on technology delivery without procurement leadership. The position is hybrid-based in Canberra and supports a significant government transformation program. Australian citizenship is a mandatory requirement for security vetting. No prior security clearance is necessary.
