About Us

Established in 1961, the National Trades Union Congress (NTUC) integrates 57 trade unions, six trade associations, seven social enterprises, and various enterprise partners to improve the lives of workers across Singapore. Our initiatives cover diverse life stages, addressing worker protection, career development, cost of living support, financial resilience, health, and family relationships. We are committed to enhancing wages, welfare, and employment opportunities because every worker counts.

Role Overview

The Senior Manager/Assistant Director (HR Business Partner) plays a pivotal role as the Labour Movement's HR advocate. The successful candidate will strategically partner with various line departments to manage comprehensive HR functions including recruitment, performance management, talent and career development, and employee relations to cultivate a high-performing, purpose-driven workplace. Acting as a vital connection between business objectives and HR strategies, the role aims to close capability gaps and fortify the organization's people foundation.

Key Responsibilities

  • Build and maintain strong relationships with line departments to accurately assess business needs, identify workforce concerns, and understand competencies required for future organizational success.
  • Deliver expert and strategic HR advice to enhance productivity and bolster capabilities among line departments.
  • Manage complex workforce issues, including grievance resolution and disciplinary procedures, while ensuring compliance with employment laws.
  • Assess talent requirements and develop workforce plans to attract and retain high-caliber personnel.
  • Lead recruitment efforts and manpower planning alongside hiring managers to ensure timely hiring for essential roles.
  • Promote a positive, inclusive work culture by proactively addressing employee concerns, boosting engagement, and supporting well-being initiatives.

Candidate Profile

  • Possess 5 to 8 years of advanced HR experience, ideally in business partnering or strategic HR capacities.
  • Preference for candidates with leadership experience in managing teams, overseeing HR projects, and driving HR transformation initiatives.
  • Comprehensive knowledge of Singapore’s labor laws, HR best practices, and expertise in managing complex organizational environments.
  • Strong interpersonal and communication skills, with proven ability to influence and collaborate effectively across organizational levels.
  • Exhibit strategic thinking, problem-solving skills, and a proactive mindset toward advancing HR projects.
  • Deep passion for contributing positively to a cause-driven organization aligned with the Labour Movement's mission.
