Job description

About GovTech

GovTech Singapore builds the digital systems and infrastructure that support public services across the country. Its goal is to make government services easier to access, more secure, and centred around the needs of people.

The Product Marketing team acts as the link between engineering teams and end users. The focus is not only on product launches, but also on driving uptake, strengthening trust, and making sure each digital interaction creates real value for citizens and public officers. The broader ambition is to help Singapore become a leading example of how technology can improve public service delivery.

Portfolio Overview

You will work across a portfolio of high-impact whole-of-government products that shape Singapore’s digital experience. Examples include Singpass, GovWallet, BookingSG, Oobee, and Ownself Gather.

Role Summary

As Senior Manager, Product Marketing, you will lead end-to-end go-to-market planning for a portfolio of GovTech products with significant national impact. The role involves driving adoption at scale, turning technical features into clear and persuasive stories for both technical and non-technical audiences, and building measurement systems that show what is delivering results. This role gives you the chance to influence how people across Singapore experience government services.

Key Responsibilities

  • Lead the full go-to-market process for assigned products, covering positioning, messaging, launch planning, and post-launch adoption analysis.
  • Shape product positioning, user segmentation, and value propositions for both B2B and B2B2C audiences.
  • Identify the best discovery channels and user touchpoints to improve adoption, activation, and retention.
  • Study funnel performance and engagement data to identify friction and recommend actions to improve outcomes.
  • Create and maintain sales and stakeholder enablement materials that convert technical roadmaps into value-focused stories for policy makers, agency leaders, and product teams.
  • Work closely with Product, Engineering, Data, and Policy partners to align marketing plans with product roadmaps.
  • Set success measures and build feedback loops that guide product and marketing decisions.
  • Contribute as an individual contributor within a broader product marketing team.

Experience and Qualifications

You should bring at least 6 to 8 years of experience in product marketing or growth-related roles. A strong record of planning and delivering marketing or product marketing strategies is important; relevant work experience and personal projects are valued more than specific academic credentials. You should also have at least 2 years of experience in enterprise SaaS, including work with complex B2B or B2B2C product lifecycles, API-led ecosystems, and platform adoption. Experience influencing stakeholders across levels is required, and prior people-management experience with a small team or direct reports would be an advantage.

Skills and Capabilities

  • Strong go-to-market planning and execution experience, including budget management and cross-functional coordination.
  • Ability to use market and user research to uncover adoption opportunities and sharpen positioning.
  • Advanced analytics and ROI tracking skills, with the ability to run independent data deep-dives and validate marketing decisions.
  • Hands-on familiarity with product-led growth thinking, particularly for B2B and B2B2C platforms.
  • Excellent writing and presentation ability, including the skill to simplify complex ideas into sharp, persuasive narratives.
  • Strong stakeholder management and communication skills for both technical and non-technical audiences.
  • Awareness of AI and emerging technologies, including the ability to explain AI-enabled capabilities in simple language and use AI tools to improve marketing efficiency.
