As the Assistant/Deputy Director of Digital Strategy and Plans, you will play a crucial role in shaping the Ministry of Education's digital transformation through strategic development, managing program portfolios, workforce transformation, and reforming funding mechanisms. You will support the execution of the Ministry Family Digitalisation Plan (MFDP), ensuring digital efforts align with business outcomes, sustainable operations, realistic resource planning, and joint business-technology accountability.
Key Responsibilities
- Co-lead the creation and refinement of MOE’s digital transformation strategies.
- Facilitate stronger collaboration and co-ownership between business and technology teams, defining decision rights and accountability for digital initiatives.
- Develop sustainable operating models for digital products, encompassing team structures, governance, platform dependencies, funding strategies, and scaling from pilot to full deployment.
- Support MOE’s digital portfolio management by identifying opportunities to streamline systems, reduce redundancies, and evolve systems into scalable, impactful products.
- Apply portfolio management principles to evaluate product value, system health, alignment with strategy, user impact, and resource needs.
- Advise on team structures and delivery models that promote product autonomy, responsibility, and sustained ownership.
- Assess ICT and digital funding proposals with a focus on problem alignment, measurable outcomes, strategic significance, and delivery readiness.
- Review cost justifications and funding models to promote outcome-based over feature-based funding approaches.
- Contribute to the development of program-level funding models, including consolidated financing for shared platforms and services.
- Support the shift towards a product-centric workforce by realigning resources and capabilities around user-focused problem areas and maintaining expertise via communities of practice.
- Define mission reporting lines, team roles, and responsibilities within matrixed product teams.
Qualifications and Experience
- A degree in Public Policy, Technology Management, Business, Engineering, Information Systems, or related disciplines.
- Certifications or training in digital product management, agile methodologies, portfolio management, business analysis, finance, or public sector innovation are beneficial.
- For Assistant Director: 8–12 years; Deputy Director: 12–15 years of relevant experience in digital strategy, transformation, portfolio management, public sector technology, consulting, or product strategy.
- Proven track record in leading or supporting large-scale digital transformation, technology planning, operating model development, or product portfolio management.
- Familiarity with product-focused frameworks like OKRs, value-cost analysis, user research, agile delivery, product lifecycle, and outcome-driven funding.
- Strong capability to convert complex technology, funding, and organisational challenges into clear strategic advice for senior leaders.
- Experience with government digital strategies, ICT governance, procurement, and funding processes is preferred.
