Senior Manager, Intellectual Property Policy Operations Lead

In this pivotal position, you will oversee global operations related to intellectual property policies, shaping enforcement standards for copyrights, trademarks, design rights, brand protection, and rights owner reporting within our Verified Rights Owner (VeRO) program. Leading a team of policy managers and specialists, you'll translate legal and marketplace complexities into clear policy and measurable operational outcomes.

Key Responsibilities

• Define and drive strategy for eBay’s worldwide IP policy operations, managing risk assessments, enforcement planning, and continuous enhancements.
• Identify and address emerging IP concerns including regulatory shifts, marketplace behavior trends, and enforcement quality gaps.
• Prioritize actions, clarify policy decisions, remove obstacles, and elevate quality standards while ensuring clear documentation of policies and controls.
• Enhance policy accessibility and applicability for sellers, rights owners, and internal teams.
• Utilize enforcement data, appeal trends, and operational metrics to refine processes and advise senior leadership on IP risks and opportunities.
• Represent IP policy operations in governance, strategic planning, and key marketplace initiatives.
• Collaborate closely with Legal and Regulatory partners to balance compliance, marketplace trust, seller fairness, rights owner protection, and business growth.

Candidate Profile

• A minimum of 10 years’ experience in intellectual property compliance, trust and safety, ecommerce policy, platform governance, legal operations, risk, or compliance fields.
• Proven leadership in managing managers and senior specialists within a global context.
• Deep knowledge of IP enforcement mechanisms, including trademark, copyright, counterfeit-related risks, notice and takedown processes, repeat infringement, and seller remediation.
• Strong ability to translate complex legal, policy, operational, and analytical inputs into practical strategies and actionable plans.
• Exceptional communication skills to effectively engage senior leaders and cross-functional teams, leveraging sound judgment and data-driven insights.
• Influential leadership style capable of building consensus and driving alignment without formal authority.

Technical and Analytical Skills

• Expertise in advanced Excel functions (pivot tables, advanced formulas, statistics) and PowerPoint for strategy presentations.
• Proficiency in SQL programming and database query, along with a solid understanding of data warehouse architectures.
• Familiarity with AI technologies and a focus on leveraging AI-first approaches to improve insights, execution, and decision-making processes.

Work Environment & Education

• Commitment to working onsite three days per week in the Dublin, Ireland office following our hybrid working model.
• Bachelor’s degree in a relevant field required; postgraduate qualifications such as a Master’s or MBA preferred.
• Background in business, analytics, consulting, strategy development, or related areas is advantageous.
