Overview

The Senior Manager - Finance will spearhead the formulation and execution of the City's financial and economic frameworks. This pivotal role involves overseeing revenue streams, cost structures, funding mechanisms, and assessing the broader economic impacts connected to the City's initiatives.

Key Responsibilities

  • Develop and maintain the City's financial and economic frameworks, encompassing revenue, expenditures, funding strategies, and overall economic impact evaluation.
  • Manage the definition and validation of diverse revenue channels, establish pricing methodologies, and build robust business cases for City-provided services.
  • Formulate the City's funding and capital strategy, identifying sources of capital and scheduling requirements based on phased development.
  • Advise on asset ownership models and balance sheet management, including involvement in related economic activities.
  • Incorporate financial and economic perspectives into the strategic roadmap, operational models, and business planning processes.
  • Direct the generation of scenario analyses, sensitivity assessments, and evaluate financial trade-offs to guide leadership decision-making.
  • Oversee the conceptualization of finance governance frameworks, systems, and analytics infrastructure to create a solid foundation for sustainable financial management within the City.

Candidate Profile and Requirements

  • Possess a Bachelor's degree in areas such as Finance, Economics, Business Administration, Accounting, Real Estate, Public Policy, or closely related disciplines; a Master’s degree (MBA, Finance, Economics, or equivalent) is highly favored.
  • Demonstrated expertise in financial strategy development, economic modeling, corporate finance, business planning, or investment management, particularly within large-scale development or complex corporate settings.
  • Proven capability in handling multifaceted, interdisciplinary projects and collaborating effectively across functions including finance, strategy, investments, operations, and commercial teams.
  • At least eight years of relevant experience in roles related to corporate finance, economic growth, investment strategies, financial planning, or strategic advisory services.
