Job description
Overview
This role is based in Qatar and supports LOGCAP operations. The position carries overall authority for managing the people, assets, and processes needed to satisfy contract requirements across installation logistics functions, including supply, maintenance, transportation, Central Receiving Shipping Point, installation property management, installation transport, motor pool, full food service, retail and bulk fuel, shuttle bus services, USAMMC-SWA, bottled water and ice support, and related Directorate of Logistics program needs.
The manager serves as the primary point of contact for local U.S. Government representatives on all installation logistics matters and is accountable for the daily leadership, supervision, and performance of logistics operations. This includes administration, support, configuration control, property management, computerized maintenance management systems, TMDE, facilities, and fleet management. The role works closely with the Government Director of Logistics and other senior leaders to keep coordination strong and ensure mission success.
The incumbent must be qualified and certified as required to perform contract duties safely, efficiently, and cost-effectively in line with the applicable Performance Work Statement.
Responsibilities
- Provide technical guidance to help the program meet its objectives successfully.
- Coordinate directly with U.S. Government leadership and program leadership.
- Direct work priorities and track the use of approved methods, procedures, and programs.
- Build and maintain productive relationships with customers, peers, and other stakeholders.
- Carry out additional duties and assignments as needed.
Qualifications
- The position may substitute one year of related experience for one year of education, if a degree is required.
- The candidate must be CAC eligible and/or able to obtain a Common Access Card.
- A bachelor’s degree in Logistics and Supply Chain Management is required.
- AMMO62 certification is preferred.
- CSCP or CLTD certification is preferred.
- A minimum secret clearance is required.
- At least 10 years of multifunctional logistics experience covering quartermaster, maintenance, transportation, and installation supply support activities and services is required; this requirement cannot be waived.
- Preference will be given to applicants with at least 6 years of Army multifunctional logistics experience at a supervisory level.
- Experience managing government contracts is highly desirable.
- The candidate should be able to analyze logistics support practices and issues across all LSD functions to improve installation support effectiveness.
- Strong communication and writing skills are required, along with practical computer skills in spreadsheets, databases, word processing, and presentation software.
- Excellent organization and management abilities are necessary, as well as the capacity to work independently and as part of a strong team.
- The role includes leading a multinational team of 150+ personnel and managing an annual budget of more than $2 million.
- The work environment can include extreme heat above 120°F, harsh desert conditions, industrial production settings, and both indoor and outdoor exposure.
- Physical demands may include lifting, stooping, climbing, extended standing, extended sitting, and exposure to physical, chemical, or biological agents.
- Use of personal protective equipment may be required depending on the task, including head, foot, torso, respiratory, vision, and hearing protection.
- The employee must follow all fire and safety rules and site policies.
- A valid driver’s license is required, along with the ability to obtain a U.S. Government motor vehicle operator’s license and a Qatar driver’s license.
- The employee must be able to maintain U.S. Government network access and CAC privileges.

Working Conditions
Work may be performed indoors or outdoors in very harsh, hot, dry, and dusty desert conditions, with average winter temperatures around 30 degrees and summer temperatures around 130 degrees. The role may also involve some industrial production environment conditions.
Physical Requirements
This is classified as light work, with exertion of up to 20 pounds occasionally, up to 10 pounds frequently, and up to 10 pounds constantly to move objects.
