The Procurement & Contracts Division safeguards the interests of MOH Holdings and its personnel by ensuring that all contracting and purchasing activities strictly comply with regulatory frameworks and established policies. The Contracts Unit specifically manages procurement and contract administration for public healthcare infrastructure projects on behalf of the Ministry of Health (MOH), emphasizing adherence to government procurement principles such as transparency, open and fair competition, and value for money.

Role Summary
The position seeks a diligent and detail-oriented professional to assist in the evaluation and assessment of variation works associated with healthcare development projects undertaken by MOH Holdings for MOH. This role entails collaborating with project teams to review post-construction submissions, ensuring alignment with the Instruction Manual (IM) and Standard Operating Procedures (SOPs).
Key Responsibilities
- Assess and evaluate variation works related to construction projects.
- Verify quantities associated with variation work submissions.
- Examine supporting documentation including quotations, drawings, and records.
- Review star rates of variations ensuring conformity with MOHH SOP and IM guidelines.
- Analyze consultants’ evaluations of Loss & Expense claims to confirm compliance with the Public Sector Standard Conditions of Contract (PSSCOC) and MOHH SOP.
- Incorporate all variations and necessary adjustments into the Final Account in line with PSSCOC and MOHH SOP requirements.
- Compile weekly progress reports on the status of variation work assessments.
Qualifications and Experience
- Possession of a degree in Building, Quantity Surveying, Construction Management, Engineering, or Project Management.
- Minimum of three years’ relevant experience in quantity surveying, cost management, procurement, or audit within the construction sector.
- Solid understanding of Government Procurement processes and proficient knowledge of the PSSCOC.
- Strong attention to detail, critical reasoning abilities, and excellent proficiency in written communication, verbal presentation, and interpersonal interactions.
