Role Overview
The Senior Consultant, Training Strategy Lead will own the training strategy and implementation approach for a large statewide technology modernization initiative called Metrik. This role partners with development, IT, business, organizational change management, subject matter experts, rollout teams, and other stakeholders to ensure users are prepared to adopt the platform successfully.
The position is responsible for the full training lifecycle: identifying training needs, determining target audiences, deciding how training should be delivered, and planning when it should occur. The ideal candidate can turn complex business and technical requirements into practical, learner-focused training experiences.
Project Context
Metrik is a statewide effort led by the Office of Local and Regional Health to modernize and standardize workflows, data collection, reporting, and performance management across Massachusetts’ local and regional public health system. The initiative supports state performance standards, stronger data quality, better interoperability, and a more consistent, user-friendly Salesforce platform for public health operations.
Training is a key part of the rollout and must be scalable and sustainable. The approach needs to support a phased statewide deployment for local public health departments, state staff involved in oversight and reporting, and external users such as businesses applying for permits and licenses. Each audience has different workflows, responsibilities, and comfort levels with technology, so the training plan must be tailored accordingly.
Responsibilities
This role includes both BME’s general senior consultant expectations and the project-specific training leadership duties.
- Contribute primarily to project delivery, with smaller portions of time typically devoted to administration and business development.
- Lead project design work and maintain strong client relationships.
- Serve as a subject matter expert or individual contributor on specialized workstreams when needed.
- Operate with limited oversight while maintaining high client satisfaction.
- Identify opportunities for additional work with current clients and support pursuit efforts with leadership.
- Help source and evaluate relevant requests for proposals and new business opportunities.
- Own the overall training framework, roadmap, and delivery strategy for Metrik.
- Work with project leadership and stakeholders to assess training needs, learner groups, role-based requirements, and readiness factors.
- Design training models that can scale across the state, including learning pathways, training environments, and support structures.
- Define the right mix of training assets, such as live instruction, e-learning, job aids, guides, videos, FAQs, and office hours.
- Coordinate training planning with business, change management, rollout, and implementation teams.
- Set learning objectives and training timelines and ensure training-related work stays aligned across the project.
- Partner with writers, trainers, subject matter experts, and other contributors to develop and maintain training content.
- Support the execution of training activities, including scheduling, communications, trainer preparation, pilot support, logistics, and post-launch learning.
- Align training efforts with organizational change management, communications, stakeholder engagement, and rollout activities.
- Define and track measures of training success, including learner feedback, participation, and effectiveness metrics.
- Create recommendations for ongoing onboarding, knowledge transfer, and long-term training support after implementation.
- Advise project leadership on training best practices, risks, dependencies, and key considerations throughout the project.
Requirements
- At least 6 years of relevant professional experience, including 4 or more years in a consulting environment.
- At least 5 years of client-facing experience, with 2 or more years in project leadership roles.
- Background leading training strategy and implementation for large technology, data, or enterprise system initiatives.
- Experience managing complex training programs across multiple stakeholder groups.
- Experience in people management is preferred.
- A master’s degree in Public Health, Education, Organizational Development, Instructional Design, Communications, or a related discipline.
- Ability to work both independently and collaboratively in a fast-moving consulting setting.
- Proven success building and delivering training strategies for modernization, digital transformation, or large-scale systems work involving multiple organizations, agencies, or user groups.
- Ability to lead training from planning through launch, including needs assessment, curriculum design, delivery coordination, and post-launch support.
- Experience creating role-specific learning programs and coordinating training materials with subject matter experts and cross-functional teams.
- Strong understanding of adult learning theory and instructional design practices.
- Excellent presentation, facilitation, and communication skills for technical and non-technical audiences.
- Ability to simplify complex business and technical topics into clear, usable learning content.
- Strong project management, organization, and stakeholder coordination abilities.
- Comfort working through ambiguity and helping establish structure in evolving situations.
- Strong strategic thinking, attention to detail, and follow-through.

- Preferred experience with Salesforce or other CRM, permitting, inspection, case management, workflow, or enterprise data platforms.

- Preferred knowledge of learning management systems, training analytics, evaluation methods, and train-the-trainer approaches.
- This is a full-time home-office role based in the United States.
- The role may require occasional travel to client sites, conferences, or meetings, with expected travel of 5% to 10%.

- New hires are usually placed between the minimum salary and the midpoint of the posted range, depending on internal equity and budget.
