Senior Commercial Manager - Consulting Highways

About the Role

We are seeking a Senior Commercial Manager or Commercial Manager to join our Consulting Highways team on a permanent full-time basis, focusing primarily on the Republic of Ireland within our Devolved Accounts portfolio (Wales, Northern Ireland, and Ireland). This position blends an internal leadership role with client-facing consultancy involving highways and infrastructure projects. The role requires collaboration with a key national transport client to deliver specialist infrastructure commissions and commercial advisory services.

Key Responsibilities

• Provide commercial leadership and expert assurance across highways and infrastructure projects, supporting internal teams and external clients in Ireland.
• Act as a trusted commercial advisor to clients across all project phases—pre-contract, tender, and construction—offering independent advice and support.
• Offer assurance and support for bidding activities, including commercial strategy reviews, contractual risk assessments, and governance compliance.
• Deliver contractual guidance and training to project teams and clients ensuring consistent and compliant contract usage.
• Contribute to designing and implementing project-specific and framework commercial strategies aligned with governance and delivery requirements.
• Lead or assist in managing commercial changes including valuations, entitlement assessments, governance compliance, and contractual recovery, especially for higher risk projects.
• Support commercial value management including payment processes, certification challenges, and dispute avoidance.
• Oversee supply chain commercial compliance, payment management, change control, and final account strategies, collaborating closely with procurement and delivery functions.
• Manage cost control and financial reporting activities such as CVR input, forecasting, budgeting, and WIP challenges in coordination with finance and operational teams.
• Monitor and mitigate commercial risks and identify opportunities at project and business levels, ensuring appropriate governance.
• Lead resolutions for commercial disputes, escalating complex matters requiring senior input.
• Build and maintain strong professional relationships with clients and delivery teams, enhancing trust and promoting repeat business.
• Drive continuous improvement in commercial processes, governance, and organizational capability.

Candidate Profile

• Possess a degree in quantity surveying, commercial management, or a related field.
• Hold or be pursuing a relevant professional qualification.
• Experience in commercial or quantity surveying roles within the Republic of Ireland.
• Proficient in Microsoft Office applications; Excel, Word, and PowerPoint.
• Strong commercial and financial understanding.
• Experience with Government Construction Contracts Committee (GCCC) and expertise in NEC3/NEC4 contracts.
• Skilled communicator with the ability to adapt and collaborate effectively.
• Familiarity with the Republic of Ireland Construction Contracts Act 2013, including payment and adjudication procedures.
• Preferably knowledgeable about highway or infrastructure projects.
• Experience in supply chain management, commercial accounting, cost planning, change control, and risk/opportunity management.
• Ability to manage contract reviews, negotiations, and commercial dispute resolutions with clients and suppliers.
• Competent in budgeting, financial control, CVR reporting, and WIP management through collaboration with finance and operational teams.
