Key Responsibilities
- Enhance security and safety through contingency and continuity planning for WFP offices, standardizing plans and conducting regular emergency system tests.
- Coordinate with the UN Department of Safety and Security (UNDSS) and national security bodies; participate in security operations management meetings to keep WFP management and staff informed.
- Support compliance with Minimum Operational Security Standards (MOSS) and Residential Security Standards (MORSS) in collaboration with WFP Field Security Division.
- Manage access control protocols to protect WFP staff and visitors in line with UN security best practices.
- Assist in security budget management and procurement planning to optimize resource use.
- Oversee security equipment distribution, ensuring items are operational and meet required standards.
- Collaborate with Human Resources on recruitment, contracts, and training to maintain adherence to WFP policies.
- Gather and analyze local security intelligence to inform operational decisions.
- Prepare accurate, timely security reports for senior management.
- Conduct security orientation sessions for new arrivals to communicate local security conditions and procedures.
- Support training initiatives to strengthen security capabilities within WFP and with external partners.
- Assist supervisors during emergencies to address evolving security needs.
Qualifications and Experience
- Educational background: Postgraduate degree in Security Management, International Relations, Law Enforcement, or related fields; alternatively, a first university degree with substantial related experience and training.
- Professional experience: Minimum one year of postgraduate relevant experience or at least two years of relevant undergraduate experience in managing complex security operations, ideally in conflict or post-conflict environments.
- Proven experience working with armed groups, government entities, and communities to facilitate humanitarian access.
- Strong team leadership skills including mentoring and supervising contracted services in high-risk areas.
- Familiarity with UN Security Management System (UNSMS) policies and protocols is advantageous.
- Languages: Fluent in both English and Somali (level C proficiency).
- Capable of analyzing diverse information to develop practical security solutions.
- Effective communicator adaptable to various audiences.
- Ability to conduct training and briefings tailored to participant needs.
- Proficiency with standard office software including Windows and MS Office suite (Word, Excel, PowerPoint, Outlook).
