Primary Duties
- Assist in preparing and implementing security contingency and continuity plans, ensuring emergency procedures are regularly tested at WFP locations nationally.
- Coordinate with UN Department of Safety and Security and local security management, attending security operations meetings to keep WFP staff informed on security matters.
- Support the Country, Area, and Field Offices in adhering to Minimum Operational Security Standards (MOSS) and Residential Security Standards (MORSS).
- Oversee access control systems and protocols to safeguard staff and visitors, aligning with UN Security Management System best practices.
- Assist in managing security budgets, including procurement planning for efficient resource allocation.
- Manage security equipment inventory, ensuring proper issuance, maintenance, and compliance with security requirements.
- Liaise with Human Resources on staffing matters like recruitment, contracts, and capacity building to ensure policy compliance.
- Gather and report local security developments relevant to WFP operations for supervisory review.
- Prepare timely, accurate security reports for senior management.
- Conduct security orientation sessions for new staff to familiarize them with local security conditions and precautions.
- Support training programs aimed at strengthening security capabilities of WFP personnel and affiliated partners.
- Provide assistance during emergencies as directed by supervisors to address evolving needs.
Qualifications and Experience
- A university degree in Security Management, International Relations, Law Enforcement, or related fields; advanced degrees are acceptable.
- Minimum of one year of relevant professional security management experience, ideally in conflict or post-conflict environments.
- Proven ability to engage with armed groups, government officials, and communities to aid humanitarian access.
- Experience in team leadership, mentoring, and supervising contracted security services in high-risk contexts.
- Familiarity with UN Security Management System policies and protocols is advantageous.
- Fluency in English and Somali at proficiency level C.
- Solid theoretical knowledge of security management principles, practices, and techniques.
- Capacity to analyze diverse information and develop effective solutions.
- Strong communication skills adaptable to various audiences and situations.
- Competence in delivering briefing and training sessions tailored to participant needs.
- Understanding of general business principles and ability to quickly learn UN and WFP internal systems.
- Proficiency with Windows and MS Office applications including Word, Excel, PowerPoint, and Outlook.
