Job Overview

This role involves supervising daily CCTV inspections and sewer-cleaning tasks to ensure that all site operations adhere strictly to Saudi regulations, National Water Company (NWC) health, safety, and environmental (HSE) standards, the approved Project HSE Plan, and company procedures. A key focus is on identifying hazards promptly and reporting unsafe behaviors and environments without delay.

Key Responsibilities

  • Assist the QHSE Manager and HSE Focal Point in rolling out the Project HSE Plan across the site.
  • Provide ongoing safety supervision and support to field teams and designated work locations.
  • Encourage and establish safe work habits and foster a constructive safety culture among both employees and subcontractors.
  • Ensure full compliance with all applicable company, client, and statutory HSE regulations and procedures.
  • Detect any hazards, unsafe actions, or hazardous conditions and enforce corrective measures immediately.
  • Collaborate daily with supervisors, operators, drivers, and field staff to coordinate safety requirements.
  • Document and communicate HSE observations, incidents, and persistent violations with the QHSE Manager.
  • Enforce site safety protocols defined in the approved Project HSE Plan, including conducting pre-task and continuous inspections.
  • Verify availability of essential safety documents such as Risk Assessments, Job Safety Analyses (JSAs), toolbox talks, and valid Permits to Work prior to task commencement.
  • Oversee the proper use of personal protective equipment (PPE), installation of barricades, signage, lighting, housekeeping, and traffic control measures.
  • Monitor and manage safety during high-risk operations including manhole access, confined-space work, atmospheric testing, lifting activities, jetting, generator operations, vehicle movements, and roadwork.
  • Lead daily toolbox talks and engage with project HSE inductions and awareness initiatives.
  • Inspect safety tools, equipment, detectors, lifting devices, vehicles, fire extinguishers, first aid kits, and emergency gear before they are used.
  • Ensure confined-space entry procedures are adhered to, including standby personnel, communication, and rescue readiness.
  • Promptly report all incidents, near misses, hazards, and environmental concerns and assist in investigations when necessary.
  • Maintain detailed records of inspections, toolbox talks, permit use, observations, and corrective actions.
  • Follow through with corrective actions alongside relevant supervisors to ensure resolution.
  • Exercise the authority to halt any operations posing an immediate risk to people, assets, or the environment.
  • Prohibit the use of unsafe tools, equipment, vehicles, or work methods.
  • Demand instant rectification of unsafe states prior to resuming work.
  • Remove personnel from hazardous zones where safety standards are not met.
  • Escalate serious or recurrent HSE breaches to management for further action.

Qualifications and Experience

  • Educational Qualification: Higher Diploma or equivalent from an accredited institution.
  • Certification: Possession of internationally recognized HSE certification such as OSHA or NEBOSHA.
  • Experience: At least 5 years in occupational health and safety roles, including a minimum of 2 years focused on site safety supervision and monitoring.

Skills and Competencies

  • Thorough understanding of HSE policies, procedures, and compliance requirements.
  • Expertise in issuing, reviewing, and managing all categories of work permits (Permits to Work).
  • Strong communication capabilities to efficiently liaise with site teams and management.
  • Effective organizational and planning skills for safety oversight and coordination.
  • Competent with fundamental computer applications.
  • Proficiency in English language communication.
  • Possession of a valid Saudi driving license is preferred.
