Job Overview

The Manager of Health, Safety, Environment, and Security (HSES) plays a pivotal role in advancing HSES discipline effectiveness by applying deep knowledge of concepts, principles, and best practices. This position influences organizational policies, resolves operational and technical challenges, and guides the HSES team to achieve quality and timeliness goals aligned with resource plans and budgets.

Primary Responsibilities

  • Maintain full awareness of existing HSES policies and procedures.
  • Interpret regulatory mandates and ensure ongoing compliance.
  • Guarantee appropriate staffing levels for all HSES activities.
  • Identify HSES training requirements and oversee successful delivery of training programs.
  • Develop, implement, and comply with relevant local and project-specific HSES procedures.
  • Monitor performance of all HSES functional staff to meet operational expectations.
  • Evaluate and oversee subcontractor HSES performance continuously.
  • Lead hazard identification (HAZID) and various risk assessments.
  • Plan, organize, and execute HSES audits according to regulatory and internal standards.
  • Create and maintain comprehensive HSES Activity Plans.
  • Compile and submit detailed HSES performance reports to the Functional Lead.
  • Set annual HSES targets and maintain continuous improvement plans.
  • Develop strategies to fulfill defined objectives, targets, and goals effectively.
  • Act as subject matter expert in incident investigations and reporting efforts.
  • Contribute HSES insights to forward-looking project plans and reporting.
  • Provide input on Management of Change processes and lessons learned documentation.
  • Review and approve subcontractor and vendor selections related to equipment and services.
  • Participate in and provide guidance during forums such as project kick-offs, constructability and readiness reviews.
  • Lead enforcement and monitoring of compliance with all organizational policies and procedures.
  • Ensure employees are aware of their responsibilities and authority aligned with policy requirements.
  • Verify that mandatory training completion is timely for self and team members.

Qualifications and Requirements

  • Bachelor's degree or equivalent combination of education and experience in an HSES-related discipline.
  • Minimum of 8 to 9 years' experience in Health, Safety, and Environmental roles within the energy sector.
  • Possession of NEBOSH Diploma or an equivalent certification.
  • Training and experience as an ISO standard lead auditor (ISO 9001, 14001, or 45001).
  • Demonstrated ability to maintain critical competencies within the HSES function.
  • Strong teamwork skills, capable of leading teams effectively.
  • Excellent verbal and written communication and presentation abilities.
  • Thorough knowledge of both local and international HSES legislation and regulations.
