Role overview

Torbay Council’s Children’s Services team is seeking a highly organised and motivated Referral Co-ordinator to support its Provider Team on a fixed-term 6-month contract. The role is central to making sure referrals and support requests are handled promptly and efficiently, with close coordination across operational teams, social workers, commissioning colleagues, and external providers so that children and young people receive appropriate support without delay.

This assignment runs for 6 months from the start date and is a regulated activity role, which means it requires an Enhanced Criminal Record Check along with an additional Barred List Check. The disclosure may include spent and unspent convictions and adult cautions that have not been filtered, relevant local police information, and checks against the Adult, Child, or Adult and Child Barred Lists.

Working arrangements

The position is based onsite in Torquay, England, United Kingdom and is offered as a contract role. The advertised working pattern is 37 hours per week.

Key duties

  • Coordinate and administer referrals and support requests to help ensure a timely response.
  • Work closely with internal teams, social workers, commissioning staff, and outside providers.
  • Support the delivery of the right services to children and young people at the right time.
  • Maintain accurate records and manage information carefully.
  • Handle telephone-based contact and communication in sensitive situations.

Skills and knowledge required

The successful candidate should bring a solid understanding of child development, family support, and child protection. Strong communication skills are important, particularly when working with other agencies and professionals. The role also calls for effective telephone handling, accurate recording, and competent keyboard and IT ability.

Applicants should understand the Every Child Matters and Change for Children agenda, be familiar with relevant safeguarding legislation including the Children Act 1989, the Children Act 2004, and the NHS and Community Care Act 1990, and have knowledge of the assessment framework for children in need and their families. An awareness of basic human needs, including cultural, physical, emotional, and social aspects, is also expected. Experience using case recording systems such as Liquid Logic is desirable within the essential knowledge set.

Experience and qualifications

Candidates should be educated to GCSE O Level standard or equivalent, or above, and be able to demonstrate a consistent pattern of learning through education, training, and work experience. Previous experience of speaking with members of the public by telephone or face to face, including in difficult or emotionally upsetting circumstances, is required. Experience working with children and families in either a statutory or voluntary setting is also essential.
