Job description

Overview

Torbay Council is seeking a skilled and motivated Public Health Specialist to steer the national gambling-related harm prevention initiative across the Devon and Cornwall peninsula. Based in the historic and vibrant area of Torquay, this contract role offers the chance to influence public health outcomes by collaborating with diverse stakeholders including local councils, NHS bodies, voluntary sectors, and more.

Key Responsibilities

  • Lead the development, implementation, and evaluation of the Peninsula Gambling Related Harm Programme.
  • Advise and support other gambling harm leads across the Southwest to enhance preventative strategies.
  • Engage with partners from treatment services, community organizations, and other relevant sectors to grow and strengthen the programme.
  • Manage the Public Health Intelligence Analyst specializing in gambling harm.
  • Develop and maintain a Peninsula-wide network addressing critical topics in gambling harm.
  • Stay informed on the latest national developments related to gambling harm.
  • Oversee budgets, commissioning, and procurement as dictated by statutory levy conditions and grant funding.

Knowledge, Skills & Experience

  • Advanced analytical expertise in interpreting health and wellbeing data for population groups.
  • Exceptional communication abilities, including negotiation, facilitation, and presentation of complex topics tailored to diverse audiences.
  • Capability to challenge existing norms, propose solutions, and influence decisions effectively.
  • Experience working autonomously and collaboratively within teams.
  • Comprehensive knowledge of health determinants, public health improvement agendas, and commissioning cycles.
  • Demonstrated leadership in developing and evaluating public health initiatives.
  • Proven track record in partnership working across multi-agency environments including local government and NHS.
  • Ability to engage with varied populations including marginalized communities and the public.
  • Relevant postgraduate qualification or equivalent professional experience.
  • Fluency in spoken English as required by the Immigration Act 2016 (part 7).

Additional Information

This fixed-term position lasts until 1st September 2028 and includes line management responsibilities. The role supports a hybrid work model balancing onsite attendance with flexible arrangements. Salary ranges from £51,356 to £54,495 annually, incorporating a market supplement between £4,175 and £4,226. Interviews are anticipated in the week commencing 17th August 2026.
