Job Overview
We are looking for a skilled Proposal Writer with expertise in US Government IT Services to join a leading IT firm. This full-time position is based in Gurugram, India, with onsite and remote work options available. The role follows US EST shift timings, roughly from 6:00 PM to 3:00 AM IST.
Responsibilities
- Craft clear, compelling, and compliant proposal documents tailored to US State and Federal Government IT solicitations.
- Develop multiple proposal sections including executive summaries, technical and management plans, staffing, quality assurance, past performance, corporate experience, and solution narratives.
- Transform complex technical solutions into accessible, benefit-driven content for evaluators.
- Ensure alignment with solicitation requirements, scoring methods, and organizational objectives, articulating value propositions and win themes effectively.
- Edit and enhance content from subject-matter experts to improve clarity and persuasiveness.
- Analyze solicitations such as RFPs, RFQs, RFIs, and task orders to identify mandatory requirements and compliance risks.
- Create and maintain compliance matrices, content plans, and writer assignments; verify every proposal conforms to solicitation criteria through thorough compliance checks.
- Collaborate closely with business development, capture managers, technical SMEs, recruiters, and pricing teams through interviews and content development sessions.
- Participate in proposal kickoff, solution discussions, and multiple review cycles including Pink, Red, and Gold Team reviews to incorporate feedback and maintain quality standards.
- Maintain proposal content repositories, templates, and documentation, ensuring version control and ongoing improvements in proposal development processes.
Required Qualifications
- 5 to 12 years of hands-on experience in government proposal writing, specifically for IT services and technology consulting contracts.
- Proficient in drafting responses to US State and Federal Government solicitations including RFPs, RFQs, RFIs, and task orders.
- Experience composing executive summaries, technical approaches, management and staffing plans, and solution narratives.
- Strong grasp of proposal compliance rules, evaluation criteria, and evaluator-centric writing techniques.
- Familiarity with IT domains such as software development, cloud computing, data analytics, cybersecurity, infrastructure, digital transformation, and enterprise technologies.
- Excellent command of English with superior writing, editing, and proofreading capabilities.
- Skilled at extracting information from technical experts and converting it into compelling proposal content.
- Adept at managing multiple proposals under tight deadlines with strong attention to detail.
- Bachelor’s degree or equivalent professional experience is mandatory.
Preferred Qualifications
- Experience preparing proposals for both State and Federal government clients.
- Knowledge of SLED procurement and federal acquisition regulations.
- Understanding of federal proposal components and evaluation methodologies.
- Experience with IT consulting, application development, cloud migration, data analytics, cybersecurity, ERP, infrastructure, or managed services proposals.
- Familiarity with government contract vehicles (IDIQs, BPAs, GWACs) and task order responses.
- Proficiency with proposal management tools like SharePoint, Microsoft Teams, Loopio, GovWin, and Salesforce.
- Exposure to large-scale, multi-agency IT programs.
- APMP certification or formal training in proposal writing is advantageous.
