Role overview
Steer is hiring a Proposal Manager to own the planning, coordination, production, and quality control of the firm’s proposals. The position focuses on making every submission persuasive, fully compliant, and delivered within deadline, while also improving internal tools and workflows that help the team win more work.
You’ll collaborate with technical leaders, marketing, and senior leadership to turn ideas into polished submissions and to build repeatable proposal practices. High-priority proposals will be produced in InDesign, while other materials will be prepared in Word or Google tools.
Proposal production and coordination
This portion of the role accounts for about 75% of the work.
- Own the full proposal lifecycle from kickoff through submission.
- Track timelines, milestones, deadlines, and RFP/RFQ requirements across several active pursuits at once.
- Coordinate with technical leads and other contributors to keep content moving and maintain quality.
- Draft, revise, and assemble proposal copy so it is clear, consistent, and aligned with client needs.
- Run compliance checks to confirm every submission meets the stated requirements.
- Organize review cycles such as pink, red, and gold team reviews to raise the quality of the final product.
- Handle final formatting, packaging, and delivery of proposals.
Strategy and content development
This part of the role represents about 25% of the work.
- Improve proposal effectiveness by maintaining and updating templates, resumes, and project profiles.
- Work with leadership on positioning, key messaging, and win themes.
- Document lessons learned and refine proposal workflows over time.
- Help build reusable content libraries that make future proposals faster and more consistent.
- Use AI tools to improve speed and consistency in proposal development.
Additional responsibilities
- Provide support to the broader sales and marketing team as needed to help cover team responsibilities.
Location and work setup
This is a full-time remote role. It may also be based in one of Steer’s North American offices: New York City, Toronto, Vancouver, Los Angeles, or Washington, DC.
Compensation and benefits
The role offers a salary range of USD 65,000 to 70,000 per year, plus benefits.
