About the Role
The Product Policy Function operates where government policy and digital product delivery meet. It helps technology teams work effectively in a complex public-sector setting by interpreting regulatory and policy constraints and by helping public agencies see how technology can improve service delivery.
As a Senior Manager in an individual contributor capacity, you will help shape policy approaches that enable strong technology outcomes. You will work closely with internal product teams and public agencies to remove blockers, develop practical policy strategies, and align digital products with regulatory, operational, and public-interest requirements.
This opportunity suits someone who is motivated by the emerging tech-policy space and wants to influence how technology, policy, and operations come together in public service.
Key Responsibilities
Your work will focus on bridging policy and product execution, solving complex delivery challenges, engaging stakeholders, and producing clear written materials that support decision-making.
Policy and Product Alignment
- Convert policy goals and constraints into practical guidance that product teams can act on.
- Help agencies understand how product design decisions connect with broader public policy objectives.
- Assess trade-offs between user experience, compliance, and desired government outcomes.
Strategic Problem Solving
- Spot structural barriers that slow down effective digital delivery, such as outdated rules or fragmented approval processes.
- Co-create workable solutions with internal and external stakeholders that balance compliance with innovation.
- Apply systems thinking and backcasting to evaluate the long-term effects of policy and product choices.
Stakeholder Engagement
- Work with product managers, designers, engineers, legal teams, and policy specialists.
- Partner with public agencies to align on project goals and delivery conditions.
- Communicate effectively with both technical and non-technical audiences.
Writing and Communication
- Prepare memos, policy notes, and other communications that present product issues in policy-aligned language.
- Share recommendations with internal leaders and external partners in a clear and persuasive way.
What We Are Looking For
The ideal candidate brings a strong grasp of government systems, a product mindset, solid analytical judgement, initiative, and excellent communication skills. Experience in public policy, product strategy, regulatory affairs, or closely related work is important.
Additional Requirements
- Understand how regulations, governance processes, and public accountability affect digital delivery; experience in Singapore’s public sector or a similar environment is an advantage.
- Be comfortable working with digital product teams, understanding product lifecycles, and keeping user needs in focus.
- Be able to assess how technology decisions can support or hinder policy outcomes.
- Think in systems, anticipate downstream effects, work through ambiguity, and identify root causes in complex environments.
- Show initiative and ownership, including the ability to define and move initiatives forward independently.
- Have strong written and spoken communication skills, with the ability to simplify complex ideas and recommend solutions convincingly.
- Bring 6 to 10 years of relevant experience in public policy, product strategy, regulatory affairs, or related fields.
- Have proven experience in roles requiring cross-functional coordination, policy interpretation, or product delivery.
- Experience in public sector work, management consulting, policy and strategy, or technology policy is considered an advantage.
- Senior Assistant Directors and Deputy Directors from the Singapore Public Service at MX11, MX11A, or MX10-equivalent levels are welcome to apply, with pay based on relevant experience.
