Job description
Overview
This role is based in Oakland, CA, requiring a hybrid work schedule of three days onsite and two remote days. The contract duration is 12 months with potential for extension. Candidates must have experience in the utility or energy domain and demonstrate strong familiarity with agile product delivery within the Energy sector, specifically supporting Public Safety Power Shutoff (PSPS) planning and response.
Key Responsibilities
- Lead management of existing behavior change products and oversee the development and lifecycle of new products related to energy and safety.
- Utilize Agile methodologies to investigate user challenges and formulate detailed functional requirements for multiple complex products.
- Collaborate with external partners including manufacturers and service providers to assess and guide emerging energy technologies.
- Clearly communicate product visions and strategies to align with market trends and business goals.
- Identify enhancement opportunities by analyzing customer feedback, competitive market intelligence, and internal data.
- Maintain transparent stakeholder engagement by managing milestones and securing approvals on technical and procedural changes.
- Ensure product deliverables meet quality and completeness standards with appropriate supporting documentation.
- Conduct market analysis to benchmark competitors and define unique value propositions for the product suite.
- Create business cases emphasizing technical and commercial factors affecting market acceptance.
- Prepare Requests for Proposals (RFPs), estimate IT costs, and validate product functionality within real or simulated environments to support policy and strategic initiatives.
- Manage user acceptance testing, confirm deliverables meet defined criteria, and foster continuous iterative improvements.
- Encourage continuous improvement culture through retrospectives and lessons learned sessions.
- Support training programs by developing official documentation, presentations, and delivering instructor-led sessions for end users.
- Provide regular status updates to executive leadership highlighting successes and challenges.
- Act as a subject matter expert to support marketing, sales, and regulatory compliance activities with technical inputs and documentation.
- Participate in on-call rotations for Emergency Operations Center (EOC) responsiveness during PSPS event planning and execution.
Qualifications
- Significant experience as a Product Manager or Product Owner managing Agile technology products and operational processes.
- Proven ability and experience working within the Scaled Agile Framework (SAFe) including Program Increment (PI) planning and backlog administration.
- Preferably, experience in energy/utilities sectors focused on public safety, emergency response, or compliance programs.
- Highly skilled in stakeholder relationship management, timeline oversight, and multi-team approvals.
- Expertise in building business cases, drafting RFPs, and estimating IT-related costs for technology initiatives.
- Strong verbal and written communication skills, including experience with regulatory procedures and testimony support.
- Ability to thrive in dynamic, ambiguous settings and to delegate or lead projects effectively.
- Availability and willingness for on-call duties supporting Emergency Operations Center activities during PSPS events.
- Technical mastery of Agile project management tools such as Jira and Confluence, with experience in SAFe planning applications.
