Role Overview
The Principal Planning Officer collaborates closely with the Manager of Strategy and Impact to engage in comprehensive strategic, operational, and health service planning activities aimed at addressing the immediate and future healthcare requirements of children, families, and the wider community served by Children's Health Queensland (CHQ).
About the Team
The Strategy and Transformation Division functions as a dynamic support unit spearheading essential strategic and transformation projects both within the Health and Hospital Service (HHS) and the statewide paediatric network. This team fosters creativity, critical thinking, and a growth mindset, relying on evidence-based methods to:
- Simplify complex challenges and enhance CHQ's strategy for value delivery within a multifaceted healthcare system.
- Provide impartial, evidence-backed guidance on complex issues, enabling sustainable and locally embraced change and transformation.
- Leverage relational expertise, framework knowledge, and hands-on experience to support priority change initiatives across CHQ.
- Invest in leadership development through inclusive team participation, coaching, skill-building, and cultivating capability in colleagues.
Responsibilities
Integrated Strategic Planning
- Lead development, advising, implementation, as well as evaluation of various strategic, operational, service, workforce, and capital plans aligned with the Integrated Planning Framework.
- Maintain deep understanding of current and emerging paediatric health issues, policies, and plans at CHQ and broader levels, alongside knowledge of State and Federal Government systems.
- Incorporate portfolio management practices and tools into integrated strategic planning efforts.
Health Service Planning
- Create statewide, system, and local service needs assessments, comprehensive plans, and other related planning products to guide future services, policies, governance, and resource allocation decisions.
- Conduct research and critical analyses of qualitative and quantitative data concerning health services and systems to identify priorities for CHQ that promote efficient resource utilization, enhance health system sustainability, support service delivery reform, and maximize health outcomes.
- Apply contemporary methodologies for health service planning including activity, capacity, resource analysis, and forecasting.
- Use endorsed planning frameworks and tools to provide timely, thorough advice on health service planning matters supporting decision-making and committee work.
- Map existing services and networks—private, public, non-government—across the healthcare continuum and assess impacts from shifts in clinical practice, care models, and technologies.
