Job description

Role overview

GovCIO is seeking a Power BI Specialist to support the Department of Veterans Affairs (VA) Data Modernization initiative. In this position, you will help keep enterprise dashboards running smoothly while also improving and expanding them so they deliver near real-time insight into platform usage, cloud spending, service adoption, and customer experience. The role works closely with VA stakeholders, data engineering teams, and customer enablement partners to improve visibility, speed up onboarding, and support better decisions across the VA cloud environment. This is a fully remote role within the United States.

Key responsibilities

  • Maintain, improve, and fine-tune Power BI dashboards so they continue to provide timely visibility into important VA Data Modernization measures.
  • Create visual reports covering usage and adoption, overall and team-level cloud costs, most-used services, and customer satisfaction indicators.
  • Turn complex business and data needs into practical BI solutions that align with operational and strategic VA objectives.
  • Work with Data Modernization teams to connect dashboards with automated intake processes, provisioning flows, and customer enablement tracking.
  • Make sure dashboards accurately track progress on major deliverables such as automated provisioning, workspace readiness, white-glove support, and onboarding speed.
  • Coordinate with data engineers to ensure access to sources including VHA Data Lake, Databricks catalogs, and CDW datasets.
  • Protect data model quality, accuracy, and performance so reporting remains dependable and transparent for stakeholders.
  • Prepare documentation, SOPs, semantic models, and governance guidance for dashboard development and use.
  • Validate data, investigate dashboard issues, and communicate updates or performance problems clearly to stakeholders.
  • Train users, run support sessions, and help drive self-service analytics and broader dashboard adoption.
  • Build “single front door” dashboards that guide users through onboarding, platform navigation, help desk resources, and data access steps.

Qualifications

The role calls for a strong mix of BI development, analytics, and stakeholder-facing communication skills, along with experience handling complex datasets across cloud and enterprise platforms.

Required experience and skills

  • Bachelor’s degree in Information Technology or a related discipline, or equivalent commensurate experience.
  • At least 12 years of experience in business analysis, project management, or a comparable role.
  • Hands-on experience creating dashboards and data models in Power BI.
  • Advanced knowledge of Power Apps, DAX, Power Query, data modeling, and BI semantic layer optimization.
  • Experience working with large, complex datasets across multiple platforms such as Azure, Databricks, and enterprise data warehouses.
  • Strong analytical and problem-solving ability, including comfort with ambiguous requirements.
  • Excellent written and verbal communication skills for both business and technical audiences.
  • Experience building KPI-led dashboards that support operational decision-making and process improvement.

Preferred experience

  • Background with ServiceNow.
  • Experience in government or healthcare analytics, ideally within the VA environment.
  • Knowledge of Azure cloud cost management, usage analytics, and service utilization reporting.
  • Familiarity with Databricks, VHA Data Lake, NDS-governed data, and cloud provisioning workflows.
  • Experience building self-service BI frameworks, governance standards, and documentation.
  • Understanding of agile methods and tools such as Jira, ServiceNow, SharePoint, or similar collaboration platforms.
  • Previous involvement in rapid-provisioning or customer enablement initiatives.

Clearance requirement

The selected candidate must be able to obtain and maintain a suitability/Public Trust clearance.
