Job Overview

The Partnerships & Resource Mobilization Analyst plays a key role in strengthening UNDP's collaboration with stakeholders and increasing funding opportunities within the Kenya Country Office. Reporting to the Deputy Resident Representative and working with the Head of Program, this position designs and executes strategies for partnership building and resource mobilization, ensuring sustainable financing aligned with UNDP's mission.

Key Responsibilities

• Devise and implement a comprehensive Partnerships and Resource Mobilization Strategy, including practical planning tools, by collaborating closely with senior management and program teams.
• Develop a donor intelligence framework to analyze partner priorities, UNDP’s perceived value, and alignment opportunities for resource mobilization.
• Create focused fundraising approaches targeting specific donors and funding streams.
• Continuously scan internal and external environments to identify opportunities where UNDP strengths align with partner needs.
• Analyze Kenya’s national budget and sectoral policies to spot collaboration possibilities and inform resource mobilization efforts.
• Identify and assess emerging funding sources for potential engagement.
• Evaluate current country office engagement levels with donors and devise strategies to enhance UNDP’s positioning as a key partner.
• Build and maintain strategic collaborations with the Government of Kenya, international financial institutions, private sector, civil society organizations, and other stakeholders.
• Support organization of public events, policy dialogues, and roundtables to promote UNDP’s thought leadership and results.
• Help establish and sustain civil society platforms and partnerships with academic and research institutions to enhance program relevance and innovation.
• Meet resource mobilization targets and government cost-sharing commitments through diverse funding sources.
• Engage partners to explore alternative financing models and foster innovative development solutions.
• Prepare high-quality proposals, concept notes, funding pitches for bilateral donors, IFIs, UN pooled and vertical funds.
• Leverage ICT tools to innovate resource mobilization, including crowdsourcing and campaign-based fundraising strategies.
• Support knowledge management by documenting financing innovations, facilitating scaling strategies, and preparing analytical briefs for stakeholder engagement.
• Conduct due diligence on private sector partners, negotiate agreements, and ensure compliance with donor and partner requirements.
• Implement transparency commitments by maintaining up-to-date project information across relevant platforms.
• Perform additional duties as required to enhance the functioning of the office and organization.

Candidate Profile and Competencies

The ideal candidate will possess core competencies like achieving results, innovative thinking, continuous learning, agility, determination, partnership engagement, and fostering diversity and inclusion, all at intermediate proficiency levels.

They should also demonstrate expertise in strategic and systemic thinking, knowledge facilitation, project management, communication, and relationship management.

Educational and Professional Requirements

• A master's degree or equivalent in Social Policy, Public Policy, Politics, Economics, Business Administration, Development Studies, or related fields is required; alternatively, a bachelor's degree plus two additional years of relevant experience will be considered.
• At least 2 years of progressively responsible experience with a master's degree or 4 years with a bachelor's degree in international development focusing on partnerships, business development, and resource mobilization.
• Proficiency in office software (MS Word, Excel) and web-based management systems with advanced spreadsheet and database skills.
• Preferably, experience within the UN system or working closely with UN agencies, government bodies, NGOs, and civil society organizations.
• Knowledge of capacity-building theories and methodologies is advantageous.
• Experience coordinating with government agencies and donors is desirable.

Languages

• Fluent English proficiency is mandatory.
• Fluency in Kiswahili is required for local candidates.
