Learning Officer - Uganda Response Innovation Lab

Overview

Join Save the Children International in Uganda as a Learning Officer within the Uganda Response Innovation Lab (U-RIL), a national platform that is part of a global network dedicated to fostering innovation and learning in humanitarian crises. This role is based in Kampala with approximately 30% travel to refugee-hosting districts.

The U-RIL collaborates with government, UN agencies, NGOs, private sector, refugee-led groups, and academia to promote evidence-based innovation in Uganda's refugee response, supporting cross-sectoral learning and informing policy and programming through the Learning Hub, a central initiative for consolidating data, research, and knowledge.

Key Responsibilities

• Lead coordination and execution of learning activities such as studies, mappings, case studies, assessments, and consultations within the U-RIL and URRI consortia.
• Design and support qualitative and quantitative research methods, including data collection tools, ensuring adherence to ethical standards, safeguarding, and quality assurance.
• Maintain and manage databases related to learning outputs, stakeholder contacts, and evidence repositories.
• Coordinate stakeholder engagement and learning events to facilitate evidence sharing and informed decision-making.
• Provide operational and administrative support including procurement coordination and reporting of project indicators as per donor requirements.
• Adapt role activities flexibly during humanitarian emergencies.

Required Qualifications and Experience

• Bachelor's degree in social sciences, development studies, economics, statistics, public policy, international development, monitoring and evaluation, research methods, information management, or a related field.
• Minimum of three years progressive experience in research, knowledge management, project coordination, monitoring and evaluation, or learning within humanitarian or development contexts.
• Experience facilitating workshops, learning events, consultations, and dissemination sessions.
• Strong understanding of ethical research practices, including participant consent.
• Willingness and ability to travel regularly to refugee hosting districts.
• Curious and open to innovative methods, management concepts, and new technologies.
• Skilled in both qualitative and quantitative research methodologies, data management, and MEAL principles.
• Strong analytical skills to translate complex information into practical insights.
• Excellent project management, organizational, communication, and report writing capabilities.
• Sector knowledge in climate smart agriculture, market systems development, localization, resilience, and self-reliance is beneficial.
• Experience in photography, videography, and content creation is an asset.
