Job Overview

This role involves comprehensive support and management of navigation projects, including ensuring compliance with environmental regulations, contract management, and coordination with multiple agencies.

Key Responsibilities

Keep project delivery teams updated on progress in navigation-related projects and programs.
Negotiate agreements with external organizations to resolve conflicts concerning environmental impacts on navigation efforts.
Develop and deliver well-supported presentations with a clear technical and environmental rationale.
Review and approve contractor breakdowns, progress data, and field inspection reports.
Conduct on-site inspections to verify that navigation projects meet contractual plans and specifications.
Oversee construction activities to ensure contractor compliance with safety standards and regulations.
Assist in interpreting and applying contract specifications and address requests for exceptions.
Coordinate reviews and obtain necessary permits from federal, state, and public stakeholders for Operations and Maintenance project scheduling and design.
Prepare and certify payment vouchers for contractor work based on documented progress and survey data.

Qualifications and Requirements

Appointment may depend on clearance through background investigations and involves submission of annual financial disclosures per DoD directives.
A valid driver’s license from any U.S. state or possession is required for vehicle operation related to duties.
A probationary period of one year applies unless previously satisfied under federal regulations.
Position involves up to 10% travel for temporary duty assignments.
Applicants must meet at least one eligible employment authority category, e.g., current USACE employees with competitive status, military spouses under Executive Order 13473, veterans, and other specified groups.
Education requirements differ by specialization, including but not limited to engineering, architecture, physical science, geology, or oceanography degrees or equivalent education and experience combinations.
Specialized experience at GS-09 level includes assisting with schedules for dredging and navigational structure projects, preparing technical plans and specifications, and reviewing compliance documentation related to environmental laws and policies.
