Overview
The U.S. Army Corps of Engineers Europe District seeks a Procurement Analyst (GS-12) to oversee and assure quality and compliance across a complex acquisition portfolio. This portfolio supports major construction projects, environmental programs, and Architect-Engineering contracts throughout Europe and Africa. The role also encompasses management and oversight of the District's Government Purchase Card (GPC) Program.
Key Responsibilities
- Serve as the GPC Program Agency/Organization Program Coordinator (A/OPC) for the Europe District, providing administrative and compliance oversight.
- Conduct compliance reviews and internal audits for pre- and post-award acquisition packages involving high-value construction, environmental services, and A-E contracts to ensure adherence to federal regulations.
- Develop, draft, and implement localized procurement policies, standard operating procedures, and clear regulatory guidance to maintain conformity with federal and defense policies.
- Analyze procurement trends and workforce performance in detail, identify systemic issues, and recommend corrective actions or training measures.
- Offer expert advice, written interpretations, and policy guidance to contracting officers, district leadership, and external stakeholders on complex contractual matters.
- Act as the technical authority for District procurement and reporting systems, ensuring data integrity, compliance, and conducting metrics analysis to support strategic oversight and intelligence.
Employment Conditions

- This Defense Acquisition Workforce position requires meeting applicable Career Level Certifications within three years.
- Annual submission of a Confidential Financial Disclosure Report is required.
Qualifications
Applicants must be U.S. citizens with a bachelor's degree or higher from an accredited institution. Alternatively, certain exempted DoD civilian or military personnel may waive the educational requirement.
Specialized experience of at least one year is necessary, including:
- Conducting quality assurance or compliance audits in complex federal acquisitions involving construction, environmental, or A-E services.
- Developing and explaining procurement policies and operational guidance to contracting teams.
- Providing advisory services on government purchase card operations.
- Experience managing a GPC program is preferred.
Experience must fully satisfy qualifications; education cannot substitute for experience.
Additional Information
- Direct deposit of pay is mandatory.
- U.S. citizens residing overseas under ordinary resident status are ineligible under the Status of Forces Agreement.
- Locality pay does not apply overseas.
- Special education and Early Intervention Services are provided according to DoD policies for eligible children of employees stationed overseas.
- Employees and family members must secure and finance their own medical and dental care overseas, with privileged access to military facilities on a space-available, reimbursable basis only.
- Pay retention may be offered selectively; however, it is not an incentive for inter-overseas moves.
- Foreign area benefits such as Living Quarters Allowance and home leave eligibility are determined by governing regulations at the time of hire.
- Legal and treaty considerations in host nations might affect benefits for same-sex spouses.
- The initial overseas tour length is 36 months.
- Defense National Relocation Program benefits are not authorized.
- Multiple positions may be filled.
- Permanent Change of Station costs are authorized and taxable per IRS guidelines.
