Procurement Analyst (GS-1102-12) - Europe District, US Army Corps of Engineers

Position Overview

The US Army Corps of Engineers Europe District is seeking a GS-12 Procurement Analyst to join the Contracting Division's Business Oversight Branch. This role centers on conducting business oversight, quality assurance, and compliance monitoring for a sophisticated acquisition portfolio encompassing major construction projects, environmental programs, and Architect-Engineering services throughout Europe and Africa. The position also serves as the Government Purchase Card (GPC) Program Coordinator responsible for administration and compliance for the District's GPC operations.

The duty location is at the Europe District Headquarters in McCully Barracks, Wiesbaden, Germany, which is part of the U.S. Army Garrison Wiesbaden community. Duties and Responsibilities

• Administer the Government Purchase Card (GPC) Program as the Agency/Organization Program Coordinator, ensuring management and compliance oversight.
• Conduct thorough compliance assessments and surveillance of pre- and post-award acquisition files related to high-value, complex construction, environmental, and A-E contracts to meet regulatory standards.
• Develop, draft, and disseminate local procurement policies, operational procedures, and regulatory guidance to ensure contracting team adherence to federal and defense regulations.
• Analyze procurement trends and workforce performance to identify systemic challenges, proposing targeted corrective actions and training initiatives.
• Deliver expert consultation, written guidance, and policy interpretation to contracting officers, leadership, and external stakeholders on complex contract matters.
• Serve as the technical liaison for District procurement and reporting systems, ensuring data accuracy and compliance, performing metrics analysis to inform strategic business insights.

Qualifications and Requirements

• A bachelor's degree or higher from an accredited institution required. Certain DoD civilian or military occupational histories may qualify for education exemption.
• Minimum one year of specialized experience in quality assurance reviews, compliance auditing, or oversight of complex federal contracts, including construction, environmental, or A-E services.
• Experience in drafting procurement policies and advising on government purchase card programs; GPC program management experience preferred.
• Secret security clearance eligibility is required; a suitability/background investigation and credit check will be conducted.
• Compliance with DoDI 5000.66 Defense Acquisition Workforce certification requirements appropriate to the position level within three years.
• Official financial disclosure via Confidential Financial Disclosure Report (OGE450) at entry and annually thereafter.
• One-year probationary period may apply and situational telework is allowed, but remote work is not an option.
• Willingness to sign an overseas rotation agreement with a tour length of 36 months and agree to return conditions.
• Travel responsibilities constituting 10% or more of time may apply.
