Role overview

The HSES Environmental Specialist is a specialized role within the HSES function, focused on keeping the site compliant with air quality and process safety requirements. In this position, you will own the facility’s Air Quality compliance efforts and Process Safety Management (PSM) programs, acting as the technical authority for applicable rules and standards. The role requires close coordination with operations, regulators, and internal stakeholders to ensure the plant meets local, state, and federal environmental obligations while maintaining a strong safety culture.

Air quality compliance

  • Manage Title V, NSR, and minor source air permits, including renewals, permit changes, and day-to-day compliance monitoring.
  • Estimate and file air emissions data for pollutants such as VOCs, NOx, CO, and SO2, while keeping the facility emissions inventory current.
  • Prepare and submit mandatory regulatory filings and compliance documentation.
  • Coordinate stack testing, oversee CEMS/COMS activities, and run the LDAR program.

Process safety management and RMP

  • Maintain the 14 elements required under OSHA PSM as well as the EPA Risk Management Plan framework.
  • Support or lead PHAs and make sure all follow-up actions are assigned, tracked, and closed out.
  • Review planned facility changes so environmental and safety impacts are evaluated before implementation.
  • Carry out internal PSM/RMP audits and partner with third parties on compliance audits.

Operational and regulatory support

  • Serve as the main contact during inspections by EPA, OSHA, and state regulatory agencies.
  • Design and deliver technical training for site employees on air permits and process safety practices.
  • Lead root cause investigations for environmental events or process safety near misses.
  • Work with environmental consultants to apply best practices and maintain compliance with all relevant federal, state, and local requirements.
  • Monitor plant operations to confirm alignment with environmental permits and regulations, including TCEQ and EPA expectations.
  • Keep accurate records of inspections, environmental data, and compliance submissions.
  • Support preparation and filing of reports and documents such as DMRs, TRI, Tier II, and SPCC records.

Requirements

This role calls for a bachelor’s degree in environmental engineering, chemical engineering, or a similar scientific discipline. A PMP certification is considered an advantage. Candidates should bring 3 to 5 years of experience in an industrial setting, ideally within distilling, refining, chemicals, or manufacturing. Strong knowledge of Clean Air Act regulations and OSHA 1910.119 PSM standards is essential, along with solid analytical skills and the ability to explain technical matters clearly to non-technical audiences.
