Position Overview

The Health Safety Environment (HSE) Officer is charged with overseeing adherence to occupational health and safety standards throughout the manufacturing plant. This position centers on recognizing and mitigating workplace hazards, performing ongoing risk evaluations, enforcing safety protocols, and fostering a zero-accident culture across both the production floor and the overall facility.

Key Duties and Responsibilities

  • Implement and enforce company safety guidelines, procedures, and regulatory compliance within the manufacturing facility.
  • Perform frequent risk assessments to detect operational and occupational dangers.
  • Supervise shop floor operations to guarantee consistent adherence to safe working protocols.
  • Spot unsafe conditions, conduct root cause analyses, and enforce corrective measures promptly.
  • Develop, maintain, and promote a zero-harm safety framework and nurture a robust safety culture.
  • Conduct regular safety audits, inspections, and lead toolbox discussions across production areas.
  • Ensure full compliance with Lockout/Tagout (LOTO) procedures and controls on hazardous energy.
  • Monitor machine safeguarding, personal protective equipment (PPE) adherence, and safe operating procedures.
  • Investigate incidents, near misses, and unsafe events; suggest and implement preventive actions.
  • Keep accurate records of safety inspections, risk assessments, incident reports, and corrective plans.
  • Ensure compliance with Saudi Civil Defense mandates, occupational safety laws, and environmental health regulations.
  • Assist in emergency preparedness plans, evacuation drills, and response activities.
  • Collaborate closely with production and maintenance teams to incorporate safety requirements into daily operations.
  • Deliver safety education and training to employees, contractors, and shop floor staff.

Qualifications and Requirements

  • Bachelor’s degree in Occupational Health & Safety (OHS), Environmental Science, Engineering, or a related discipline.
  • Active NEBOSH certification is compulsory.
  • At least four years of experience in safety engineering within heavy manufacturing, industrial, or processing settings.
  • Comprehensive knowledge of LOTO protocols, risk evaluation, hazard detection, machine safety, and industrial safety standards.
  • Familiarity with Saudi Civil Defense regulations and applicable regional safety legislation.

Additional Skills and Knowledge

  • Expertise in HSE management systems, workplace safety inspections, incident analysis, and corrective and preventive actions (CAPA).
  • Proficiency with safety documentation and reporting in compliance with OSHA, NEBOSH, and Saudi Civil Defense standards.
  • Experience in environmental compliance, contractor safety oversight, and conducting toolbox safety talks.
