Overview
The City of Winnipeg is recruiting a Health Resource Specialist (HRS) to join the Human Resources, Planning, Property and Development, and Assets and Project Management departments. This temporary full-time role will continue until December 31, 2027, with a designated workplace at Unit 56-81 Garry Street, Mezzanine Level, and offers hybrid work possibilities. Working hours are Monday to Friday from 8:30 a.m. to 4:30 p.m.

Key Responsibilities
- Deliver disability case management and proactive management services for employees with extended or complex absences, supporting workplace accommodations, and facilitating the return to work.
- Provide expert guidance and support throughout the disability management process in line with the City’s Return to Work and Reasonable Accommodation standards and pertinent legislation.
- Manage and monitor insurance claims with third-party benefit providers.
- Collaborate across departments to support city-wide accommodation and return-to-work processes.
- Assist with departmental wellness initiatives and preventive programs.
Qualifications and Experience
- Post-secondary education in Nursing, Social Work, Physiotherapy, Occupational Therapy, Physical Therapy, Athletic Therapy, or certifications such as Certified Return to Work Coordinator or Disability Management Professional. Equivalent education and relevant experience will be considered.
- Minimum three years of experience delivering consultative and case management services focusing on disability and accommodation, ideally in unionized environments.
- Competence in interpreting medical documentation related to workplace return-to-work decisions.
- Experience handling confidential information with discretion.
- Proficiency in Microsoft Office (Word, Excel, Outlook) and Human Resource Information Systems like PeopleSoft.
- Capability to assess and identify suitable alternate positions within or beyond the employee's department.
- Strong customer service aptitude combined with professionalism and composure in sensitive circumstances.
- Excellent interpersonal skills fostering collaborative relationships.
- Clear, effective verbal and written communication skills.
- Sound problem-solving ability and prudent decision-making.
- Understanding of relevant legal frameworks including Duty to Accommodate, Human Rights, privacy legislation, and applicable collective agreements.
- Knowledge of community health, safety, and wellness resources.
- Excellent organizational skills with the ability to manage multiple priorities within tight deadlines.
- Applicants with foreign credentials must provide an official Canadian academic assessment report.
Additional Conditions
- Must maintain legal eligibility to work in Canada, with responsibility to keep any work permits valid.
- A satisfactory Police Information Check at the candidate’s expense is required.
- Possession and maintenance of a valid Class 5 Manitoba Driver's License are mandatory, along with providing proof on request.
- Must supply a vehicle for City business in line with City Transportation Policy terms.
