Role Overview

Join Concourse as the Head of Research and Policy, focusing on steering policy strategy that directly impacts product decisions and supports government clients in confidently adopting AI-driven solutions. This position offers a unique opportunity to join a dynamic early-stage startup, founded by a successful entrepreneur, and to evolve into a leadership role overseeing a dedicated research and policy team as the company scales.

Primary Responsibilities

  • Conduct comprehensive research and analysis of legislation, regulations, and government operations to extract actionable insights on best practices and policy barriers affecting government effectiveness.
  • Keep abreast of AI adoption policies within government sectors, translating regulatory developments into strategic product and market guidance.
  • Provide expert advice to product and engineering teams on navigating regulatory landscapes to shape solution development.
  • Create policy briefs, white papers, and thought leadership materials that establish Concourse as an authoritative voice in government technology.
  • Assist sales and customer success teams by delivering research-based support to government clients managing procurement and compliance challenges.
  • Develop AI-enhanced research workflows for tracking legislative updates, highlighting opportunities, and automating policy evaluation.
  • Collaborate closely with company leadership to identify new market opportunities prompted by shifting policies and regulations.

Candidate Requirements

  • A minimum of five years' experience in policy research, government affairs, regulatory analysis, or related fields.
  • In-depth knowledge of state and local government operations, procurement processes, and regulatory environments.
  • Excellent analytical and communication skills, capable of synthesizing complex legislative information into clear, actionable insights.
  • Self-driven with a high tolerance for ambiguity typical of early-stage startups.
  • Strong enthusiasm for artificial intelligence, with the capability to leverage AI tools such as Claude to substantially increase research productivity.
  • Aspiration to build and eventually lead a research team as the organization expands.
  • Residence in or willingness to relocate to New York City to work onsite in the office hub.

Compensation

The salary for this position ranges from $160,000 to $200,000 annually.
