Vacancy Overview

We are seeking a Head of Project Engineering specializing in Start-Up Assistance to join a leading Oil & Gas enterprise in Qatar. This role involves leading the critical Start-Up Assistance function in major LNG mega projects, ensuring a secure, efficient, and timely transition from construction and commissioning phases to stable operational performance.

Role Purpose

The incumbent will oversee start-up readiness, deliver technical assurance, and collaborate across multiple departments including engineering, construction, completions, commissioning, and operations. This coordination ensures flawless start-up execution aligned with company standards, health, safety, and environmental protocols, and project milestones. The role guarantees all systems are thoroughly prepared, risks are managed, and plant performance meets design expectations, facilitating smooth handover to Operations for continuous LNG production.

Key Responsibilities

  • Champion the company's Onshore Project Safety Management System to ensure all activities prioritize personnel welfare, asset protection, and environmental safety.
  • Serve as the principal liaison among Company Operations Expansion & Start-Up Team, Project Management Team, and contractors, covering all Start-Up Assistance facets such as coordination of Operation Readiness Plan deliverables, management of Interim Operations, Reimbursable Start-Up Requests, resources, vendor and licensor support, and warranty processes.
  • Direct the Start-Up Assistance program to achieve a safe, reliable, and efficient plant start-up that complies with corporate standards and project targets.
  • Ensure timely mobilization of necessary resources for Start-Up Assistance readiness.
  • Participate actively in daily planning and prioritization meetings, coordinating discipline support from Project Management Team and contractors to expedite troubleshooting and resolve issues.
  • Collaborate with functional managers to identify mitigation strategies and contingency plans for issue resolution.
  • Manage multiple action registers to ensure completion of all assigned tasks, monitoring all deliverables within the Operations Readiness Plan alongside Senior Operations Advisor.
  • Facilitate smooth transition from project to operational phase, supporting Final Handover and Provisional Acceptance processes.

Required Qualifications and Experience

  • Bachelor’s degree in applied sciences or engineering.
  • Minimum of ten years' experience encompassing engineering, procurement, and construction phases in large-scale Oil & Gas commissioning projects.
  • At least two years in supervisory or oversight roles, including managing service or vendor personnel.
  • Previous work experience in Oil & Gas companies, contractors, or service firms.
  • Proven background in start-up support transitioning projects into operation.
  • Strong understanding of project execution, engineering, operations, pre-commissioning, commissioning, and system completion processes.
