Head of Inspection and Controlled Substances

Position Overview

The Head of Inspection and Controlled Substances plays a critical leadership role responsible for setting strategic objectives and providing supervisory oversight over the inspection, regulation, and management of controlled substances within the healthcare sector. This position ensures that all activities related to the production, distribution, storage, and disposal of controlled substances adhere strictly to national and international regulations designed to safeguard public wellbeing.

Key Responsibilities

• Formulate and execute strategic policies to streamline the inspection and regulation of pharmaceuticals and controlled substances.
• Lead efforts to implement best practices in pharmaceutical regulatory processes at the national level.
• Coordinate with other department leaders and key stakeholders to align regulatory initiatives with overarching health care goals.
• Oversee the creation and enforcement of rules governing manufacturing, distribution, and dispensing of controlled substances and pharmaceuticals.
• Perform regular audits and inspections of facilities, wholesalers, pharmacies, and healthcare providers to ensure compliance with legal and quality standards.
• Investigate complaints and possible breaches involving illegal drug-related activities and enforce corrective measures as needed.
• Manage licensing, registration, and continuous oversight of manufacturers, distributors, and dispensers of controlled substances.
• Implement comprehensive tracking systems to monitor supply chains, helping to prevent diversion and illicit use.
• Work closely with law enforcement to address issues surrounding drug abuse, trafficking, and illegal diversion of controlled substances.
• Set quality assurance protocols for the proper handling, storage, and dispensing practices concerning pharmaceuticals and controlled substances.
• Ensure pharmaceutical products' integrity and potency by applying stringent quality controls and conducting product testing.
• Develop and deliver training programs aimed at enhancing inspectors' and regulatory personnel’s expertise.
• Provide technical guidance and compliance support to stakeholders regarding regulatory standards and best practices.
• Analyze and report on inspection trends, compliance statistics, and enforcement outcomes.
• Establish and maintain surveillance initiatives to identify substandard pharmaceuticals in the market, enforcing recall actions where required.
• Prepare detailed reports and presentations for senior management, regulatory bodies, and government officials on pharmaceutical control challenges and achievements.
• Liaise with security agencies concerning legal seizures of pharmaceutical products, ensuring adherence to due process and regulations.
• Supervise the compliant destruction and disposal of narcotics, psychotropic, and psychoactive substances in partnership with relevant authorities, following environmental guidelines.
• Perform additional duties to support organizational needs as assigned.

Qualifications and Experience

• Bachelor's degree in Pharmaceutical Sciences or Pharmacy from an accredited university; Master's degree in a related field is advantageous.
• Certification or licensure as per Healthcare Specialties Department regulations is required.
• At least 10 years of experience in relevant roles, including a minimum of 4 years in managerial or supervisory positions.
