Job description
Job Purpose
This role is responsible for directing and overseeing all capital and construction initiatives for the Authority, guiding them from early planning through final handover. The position ensures projects are delivered on schedule, within budget, and to a high standard of quality while staying aligned with the Authority’s strategic goals. This is achieved through structured planning, close supervision, process and policy development, and ongoing coordination with relevant stakeholders.
Key Responsibilities
- Build and track the section’s annual operating plan by identifying projects and initiatives, setting performance measures and targets, and estimating the required budgets.
- Take full responsibility for supervising capital project delivery in line with approved technical, financial, and timeline requirements, while confirming that contractors meet the defined scope of work.
- Create and implement standardized project management methods and procedures covering planning, scheduling, cost review, and reporting.
- Keep a close watch on schedules, budgets, and quality outcomes, and propose corrective actions whenever actual progress diverges from the plan.
- Review the performance of contractors, subcontractors, and consultants at project locations to ensure compliance with quality expectations.
Qualifications
A bachelor’s degree in Civil Engineering, Project Management, Strategic Project Planning, or a closely related field from an accredited university is required.
Experience and Skills
The position calls for at least 7 years of relevant professional experience. The successful candidate should be able to prepare sound recommendations for policies, regulations, and laws that support the sector. Strong capability is needed to lead the planning and delivery of high-impact programs, work effectively with internal and external stakeholders, guide multidisciplinary teams, and apply sector knowledge and emerging trends to shape enabling strategies and policy input.
