Role overview

NIO is hiring a Government Relations & Public Affairs Specialist for its Berlin/Munich team. In this role, you will drive the company’s government relations and public affairs agenda across Europe, helping shape the policy environment, manage important stakeholder relationships, and support business expansion, market entry, and strategic positioning.

Government relations responsibilities

• Develop and nurture senior-level connections with public authorities, regulators, policymakers, and other institutions across Europe.
• Steer advocacy and policy messaging on topics such as battery swapping, charging infrastructure, EV incentives, cybersecurity, and data/AI regulation.
• Represent NIO in discussions with governments, policy makers, and industry bodies, including participation in consultations, legislative discussions, and industry papers at EU and national level.
• Track and interpret political, legal, and regulatory changes that may affect the business.
• Deliver practical policy guidance and advance-warning insights to EU leadership, regional management, headquarters, and relevant business teams.
• Advise senior leaders on government and policy developments and their commercial impact.
• Work with executives and the regional business unit head to define the public policy strategy for Europe, ensuring alignment with market priorities.
• Influence policy outcomes through focused advocacy and direct engagement to help create supportive conditions for market entry and growth.

Public affairs and stakeholder management

• Find and pursue opportunities to raise NIO’s profile, credibility, and influence in Europe.
• Maintain relationships with external stakeholders such as industry groups, think tanks, chambers of commerce, and diplomatic networks.
• Participate in industry associations and working groups to help shape sector positions.
• Draft clear, high-quality briefings, position documents, and executive-facing communication materials.
• Use high-level political visits and VIP engagements to strengthen NIO’s strategic standing.

Strategic communication

• Partner with internal teams to design and deliver government affairs initiatives aligned with business goals.
• Support crisis communications and other sensitive external affairs matters when needed.
• Keep messaging consistent across external meetings and policy communications.
• Spot opportunities to increase the company’s visibility and influence in important policy debates.
• Take part in trade organizations, chambers of commerce, NGOs, and strategic industry groups.
• Organize and run external meetings such as delegation visits, including event coordination and presentation delivery.

Qualifications and application notes

Applicants should have a bachelor’s or master’s degree in Political Science, International Relations, Law, Public Administration, Business, or a closely related discipline. The role typically calls for 3 to 5 years of experience, preferably in government, parliaments, public administration, a ministry, a political institution, a political foundation, or in government relations/public affairs/corporate affairs roles, including exposure to bodies such as the Bundestag, state parliaments, or the European Parliament.

A solid grasp of German and EU political and regulatory processes is essential, along with a well-established network in government, industry associations, or policy circles being highly desirable. Experience in multinational companies, automotive, manufacturing, energy, technology, or consulting is considered an advantage.

Candidates should bring strong analytical, negotiation, and stakeholder-management capabilities, as well as excellent written and spoken communication skills in English and German. Chinese language ability is a plus. The ideal person can work independently in a dynamic international setting.
