Geointelligence Specialist

About the Position

The City of Odessa is seeking a Geointelligence Specialist to join the Geointelligence Division. This role is responsible for leveraging specialized software and methods to create, manage, and maintain geographical data and maps, while handling related administrative tasks to facilitate division operations.

Key Responsibilities

• Utilize established GIS platforms, such as ESRI ArcGIS Desktop and ArcGIS Pro, to manipulate and analyze digital spatial data, producing purpose-specific maps and geo-based products for various City departments and external agencies.
• Support administrative functions by managing paperwork including payroll, purchase orders, inventory requisitions, and credit card statement reconciliation for the Geointelligence Division.
• Collect, integrate, and analyze spatial data from multiple sources, including censuses, satellite images, aerial photography, field observations, and pre-existing maps, to enhance the City’s GIS database.
• Manage office communications by responding to telephone inquiries, addressing matters directly or referring callers to the appropriate authority as necessary.
• Handle file organization tasks such as moving, copying, deleting, and adding digital files, drawings, and maps, and generating hard copy reports as needed.
• Maintain reporting by documenting tasks completed and logging service requests, system errors, and faults encountered.
• Input new mapping data utilizing principles of cartography—such as coordinate systems, latitude, longitude, elevation, and map scaling—by direct digital entry.
• Oversee the operation and basic maintenance of GIS hardware and software, including peripherals like plotters and copiers.
• Address inquiries from the public and City staff regarding maps, streets, subdivisions, and related geographical information.
• Foster a positive relationship between the City and the public, demonstrating professionalism, confidentiality, and cooperation with all visitors and colleagues.
• Consistently support division activities by ensuring punctual and dependable attendance.

Required Qualifications

• High school diploma or equivalent is mandatory; an Associate’s degree in Computer Science, Systems Engineering, Information Technology, or Geoscience is preferred.
• At least two years of experience working with mapping tools and database management is desirable.
• Knowledge of ESRI ArcGIS software (ArcGIS Desktop, ArcGIS Pro).
• Understanding of principles relating to database design and management.
• Skilled in general computer use and familiar with the Microsoft Office Suite.

License and Certification

• Must possess a current Texas State Driver’s License.
