Position Overview

This full-time role as the State Lead for the Statewide Literacy Initiative involves guiding and advocating for PaTTAN's literacy vision through a comprehensive, evidence-based approach within a Multi-Tiered System of Support (MTSS). The consultant serves as the liaison between PaTTAN and the Pennsylvania Department of Education (PDE) concerning the execution of Pennsylvania's structured literacy laws, specifically Act 135 of 2024 and Act 47 of 2025. Core responsibilities include statewide coordination for curriculum adoption, reading screening, and literacy-focused professional development. The Lead also directs priorities, organizes the Literacy TAC network, tracks literacy outcomes for ongoing enhancement, and collaborates with other PaTTAN initiatives to maintain cohesive literacy strategies across educational environments. A critical part of this role is delivering professional development that blends academic and behavioral support frameworks to strengthen educational systems across various settings.

Work Schedule and Salary

The position demands an 8-hour workday, Monday through Friday, from 8:00 am to 4:30 pm, totaling 260 workdays annually. The minimum salary set for this position is $109,765 per year.

Qualifications and Skills

  • Master's degree in Education or a related discipline required; doctorate preferred.
  • At least ten years of experience in teaching and/or educational administration.
  • Possession of Pennsylvania Instructional or Educational Specialist certification.
  • Familiarity with Pennsylvania's structured literacy legislation (Act 135 of 2024 and Act 47 of 2025) and knowledge of PDE's approved curriculum, screening tools, and professional development resources.
  • Preferred K-12 Reading Specialist and Special Education certifications.
  • Deep knowledge and expertise in the Science of Reading, including credentials as a LETRS trainer.
  • Comprehensive understanding of federal and state laws concerning special education services, including IDEA and Chapter 14.
  • Exceptional oral presentation abilities and effective written communication skills.
  • Experience navigating the complexities of operating within state, intermediate unit, and school district settings.
  • Capacity to work collaboratively with diverse groups and manage multiple priorities simultaneously.
  • Valid Pennsylvania driver's license.
