Job description

Position Overview

NTU International A/S is preparing a proposal for the EU-funded project "Technical Assistance to the Support Program for the Energy Transition in Benin (ATE)." This initiative focuses on assisting with the review of the Electricity Code, updating regulatory texts, and operationalizing energy sector reforms. The program also supports the development of regulatory frameworks for electrical grids, self-production, renewable energies, energy efficiency, and connection mechanisms.

NTU International is seeking a seasoned Expert Senior in Electricity Code and Regulatory Drafting to aid in revising regulatory frameworks and drafting technical and legal documents for Benin's energy sector.

Main Responsibilities

  • Assist in revising and updating the Electricity Code and associated regulatory texts.
  • Provide technical support in drafting decrees, orders, technical regulations, and normative documents for the energy sector.
  • Contribute to harmonizing regulatory texts with institutional reforms and regional standards.
  • Support the preparation of regulatory frameworks related to renewable energy, energy efficiency, and rural electrification.
  • Advise on regulatory provisions linked to mini-grids, self-production, and surplus electricity sales.
  • Participate in drafting texts regarding energy services regulation and accreditation of sector actors.
  • Advise beneficiary institutions on technical and legal aspects of regulatory texts.
  • Prepare regulatory analyses, technical documents, and reform proposals.
  • Engage in technical consultations and regulatory validation workshops.
  • Contribute to training and dissemination activities for new regulatory texts.

Required Education

Master's degree (Bac+5) in law, energy law, energy engineering, public policy, or another relevant field.

Professional Experience

  • At least 10 years of general professional experience in energy regulation, regulatory drafting, or sector reforms.
  • Proven experience in electricity or energy infrastructure-related projects.
  • Experience working with programs funded by the EU, World Bank, AfDB, AFD, GIZ, or other international donors.
  • A minimum of 7 years of specialized experience in drafting or reviewing regulatory texts for the energy sector.
  • Demonstrated expertise in regulatory frameworks related to electricity, renewables, or energy efficiency.
  • Sound knowledge of electricity codes, technical standards, and regulatory mechanisms relevant to energy services.
  • Experience with regulatory authorities, electricity market reforms, or PPP frameworks is a significant advantage.
  • Experience in Sub-Saharan Africa, especially West Africa, is highly desirable.
  • Experience in Benin or the ECOWAS region is a plus.

Language Skills

  • Excellent command of French, both spoken and written (minimum C1 level).
  • Proficiency in professional English is considered beneficial.
