About the Role

Parsons is seeking an accomplished Executive Director to lead and oversee the Project Management Consultancy services for a premier luxury hospitality and entertainment development in Qatar. This landmark mixed-use destination is designed to be a cutting-edge entertainment hub attracting millions of visitors annually through immersive experiences and a variety of attractions.

The Executive Director will be Parsons' key executive liaison to the Client and will steer strategic leadership, governance, commercial oversight, and decision-making throughout all project stages, from design finalization to construction, commissioning, handover, and the Defects Liability Period. This leadership role demands close collaboration with senior Client stakeholders, developers, operators, investors, and authorities, ensuring that the project meets objectives related to quality, timeline, budget, safety, sustainability, governance, and readiness for operations.

Key Responsibilities

  • Provide top-level leadership for the entire PMC commission.
  • Serve as the principal executive interface between Parsons and the Client's senior management.
  • Develop and implement project governance structures and executive decision protocols.
  • Guide the Project Director and senior leadership team with strategic direction.
  • Align project goals with commercial strategies, risk assessments, and delivery priorities.
  • Conduct executive meetings with Client representatives, developers, operators, investors, and regulatory bodies.
  • Monitor project performance metrics including schedule adherence, budget control, quality standards, health and safety, risk mitigation, procurement, and stakeholder engagement.
  • Evaluate and approve critical project decisions including recovery plans, procurement policies, commercial proposals, and contract issues.
  • Facilitate resolution of commercial, contractual, technical, and stakeholder-related challenges.
  • Oversee major project milestones such as design approvals, procurement phases, construction initiation, testing and commissioning, handover, and the Defects Liability Period.
  • Drive proactive risk management and escalate key project concerns as needed.
  • Foster collaboration among all project participants to ensure successful delivery.
  • Ensure adherence to global project management best practices and Parsons' corporate governance standards.

Education and Experience Requirements

  • Bachelor’s degree in Engineering, Architecture, Construction Management, Project Management, or a related field is required.
  • A Master's degree is preferred.
  • Professional certifications such as PMP, MRICS, PE, CEng, or equivalents are favored.
  • At least 20 years of experience managing major hospitality, mixed-use, or destination development projects.
  • Extensive experience in Programme Management Consultant roles on luxury hospitality developments.
  • Demonstrated executive leadership of large, multidisciplinary teams.
  • Experience serving as a senior Client representative on significant international developments.
  • Experience working within the GCC region is highly desirable.

Skills and Competencies

  • Deep knowledge of executive leadership, governance, and programme management in large-scale hospitality and mixed-use projects.
  • Strong understanding of project delivery phases including design, procurement, construction, commissioning, handover, and post-completion warranty periods.
  • Expertise in commercial management, contractual administration, change control, risk oversight, and executive budget management.
  • Proven skill in leading diverse teams comprising consultants, contractors, operators, and specialist contributors in complex programmes.
  • Familiarity with corporate governance frameworks, strategic planning methods, performance measurement, and executive decision-making.
  • Excellent stakeholder engagement, negotiation, presentation, and communication abilities at the executive client and authority levels.
  • Strong analytical and problem-solving aptitude to tackle intricate commercial, contractual, and delivery challenges.
  • Capacity to provide visionary leadership while encouraging collaboration, accountability, and delivery excellence within multi-organizational settings.
