Evasion Lead Investigator

Role Overview

This position is suited to an experienced professional who can work with broad guidance while independently handling complex operational issues. The role focuses on building investigation approaches, managing customs evasion cases, assessing risk priorities, coordinating investigator schedules, and ensuring investigations are performed consistently and effectively.

Customs Evasion Investigation Planning

• Examine existing customs investigation plans to understand the objectives and guidelines, then translate them into a practical investigation operating plan aligned with ZATCA’s overall strategy.
• Create the day-to-day investigation plan, defining the key focus areas that investigators should address during the process.
• Prepare and maintain the investigators’ rotation timetable so all areas are covered efficiently and on schedule.

Customs Evasion Investigation

• Assess incoming investigation cases, identify the risk level, prioritize them appropriately, and register the case in the system.
• Carry out investigations into customs evasion, fraud, and violations using methods such as post-clearance checks, declaration review, valuation review, and restriction-related analysis, while working with auditors involved in internal referrals.
• Check investigation work for consistency and standardization against the investigation guidelines, flag any gaps, and recommend improvements where needed.
• Oversee investigators’ work to confirm compliance with the operating plan, review findings, and take corrective action where performance issues are identified.
• Review objections and appeals related to investigation outcomes, re-evaluate the case, and support settlement in line with applicable deadlines, policies, and procedures.

Customs Evasion Investigation Reporting

• Draft final assessment reports with the conclusions and ensure the outcomes are recorded in the system for future use.
• Compile reports on possible trends and repeated behaviors, following ethics requirements and quality standards, and share them with the relevant stakeholders for validation.
• Prepare performance reports for investigators, highlighting operational gaps and training needs to support ongoing improvement.

Operations and Team Support

• Work in accordance with all relevant policies, procedures, and standard operating practices to maintain controlled and consistent delivery.
• Assist with resolving escalated issues and provide support to junior team members so work continues smoothly and efficiently.
• Escalate difficult matters to the appropriate authority to ensure cases are properly closed.
• Carry out any additional duties assigned.

People Management

• Train junior employees on job-related activities when required to help transfer knowledge.
• Set priorities, assign responsibilities, provide clear direction, and monitor the workload of subordinates or junior staff.
• Support junior team members and direct reports so they can perform their responsibilities in line with established policies and procedures.

Education

A bachelor’s degree in Business Administration, Accounting, or an equivalent field is required.

Experience

At least 4 years of relevant experience is required.
