Job description
Overview
The Director of Finance serves as the Chief Financial Officer for City operations, overseeing the Finance Department and Income Tax Division. This full-time, exempt position requires managing all financial and treasury functions including budgeting, accounting, investments, payroll, debt management, and financial reporting for the City.
Key Responsibilities
- Provide regular reports on financial matters to stakeholders.
- Verify the availability of funds before expenditures.
- Develop and prepare the annual City budget.
- Oversee and monitor City payroll operations.
- Manage City investments to optimize returns within policy guidelines.
- Represent the City in public entity insurance pools, including Property and Liability Insurance and health insurance pools.
- Countersign all debt issuances on behalf of the City.
- Lead negotiations on financial and union contracts impacting City operations.
Qualifications and Experience
- Bachelor’s degree in Accounting, Finance, or a closely related discipline is mandatory.
- Extensive experience in accounting or financial management, preferably within the public sector.
- Significant supervisory experience is highly desired to effectively manage department personnel.
Compensation and Benefits
The remuneration for this role falls within a salary range of $112,787 to $157,902 under Pay Band 12 according to the City Wage Ordinance. Benefits include paid vacation and sick leave, medical, dental, and vision insurance, as well as participation in the Ohio Public Employees Retirement System (OPERS).
