Overview

This opportunity depends on the successful award of an ongoing contract bid. Goldbelt Apex LLC, part of the Healthcare Technology Transformation Group, specializes in healthcare IT with a focus on data integrity and process quality. They develop systems that ensure seamless communication and data exchange across healthcare platforms.

We are recruiting experienced military medical personnel to take on the role of Cultural Liaison Officer. This role supports WRAIR-Africa's mission in infectious disease surveillance and biomedical research internationally.

Role Summary

The Cultural Liaison Officer acts as the main advisor on military engagement, strategic partnership development, cultural integration, and coordination with host nation Ministries of Defense, Ministries of Health, military medical services, and partner organizations. The position is vital for enhancing multinational teamwork and effectively carrying out research and surveillance programs.

Key Responsibilities

  • Act as the primary connection between WRAIR-Africa and military institutions in host nations.
  • Establish and nurture relationships with Ministries of Defense, Ministries of Health, military hospitals, and research entities.
  • Offer guidance on cultural norms, military traditions, and regional engagement tactics to leadership.
  • Support the initiation and maintenance of surveillance activities at military and civilian collaborating sites.
  • Organize meetings, site visits, and coordinate stakeholder interactions.
  • Facilitate protocol execution and operational tasks.
  • Provide cultural insight, translation assistance when necessary, and aid in strategic communication.
  • Encourage cooperative efforts between governmental personnel and host nation collaborators.

Required Qualifications and Skills

  • Bachelor's degree or equivalent military expertise.
  • Experienced current or former military officer with background in military medicine, public health, or healthcare leadership.
  • Prior work with multinational or international partner organizations.
  • Willingness and ability for extensive travel throughout designated regions.
  • Completion of a Tier 1 National Agency Check with Inquiries (NACI) or equivalent host-nation security clearance is mandatory before onboarding.
  • Strong communication, leadership, and interpersonal skills to foster relationships effectively.

Preferred Qualifications

  • Rank of Lieutenant Colonel (O-5) or higher, or equivalent.
  • Experience in Medical Service Corps, Medical Corps, Military Public Health, or Preventive Medicine.
  • Leadership roles in military healthcare and international health engagement.
  • Regional expertise in Africa.
  • Experience supporting research and military health programs such as WRAIR, USAMRDC, or HJF/HJFMRI.
