Introduction
Frontline Social Care Ltd, a part of the Aetheria Group, is seeking a dedicated Workforce Onboarding and Compliance Officer to join the expanding Islamabad office. This crucial role focuses on governance and compliance in recruitment practices for Ofsted-registered children's residential homes in the UK, emphasizing safeguarding vulnerable children. The ideal candidate is a graduate or post-graduate with excellent English skills, meticulous attention to detail, and an aptitude to quickly grasp complex regulatory frameworks.

Aetheria Group Ltd is a UK-based organization operating in regulated public-sector domains, including Frontline Social Care which partners with UK Local Authorities to establish and manage Ofsted-registered children’s homes specializing in trauma-informed care for high-needs youth. Role Overview
- Permanent position based in Islamabad office, working Monday to Friday, 08:30–17:30 GMT (13:30–22:30 or 14:30–23:30 PKT).
- Full-time employment with competitive salary scaled to qualifications and experience.
- Reporting line includes Head of Workforce Onboarding and Compliance (UK) and Senior Workforce Officer (Pakistan).
- Immediate start preferred.
Key Responsibilities
- Conduct candidate sourcing, screening, and interviews for various roles including Support Workers and Registered Managers, using values-based interview techniques aligned with UK Safer Recruitment standards.
- Maintain detailed, contemporaneous interview records suitable for Ofsted inspection.
- Oversee full Schedule 2 pre-employment compliance including identity verification, enhanced DBS with barred list checks, right-to-work validation, reference verification, employment history reviews, qualification validation, contractual documentation, health declarations, and risk assessments.
- Arrange overseas criminal record checks for candidates with relevant foreign residencies.
- Manage positive DBS disclosures with formal risk assessments and defendable documentation.
- Verify required qualifications and equivalence assessments for regulated roles.
- Ensure recruitment files are GDPR and Data Protection Act compliant and inspection-ready.
- Administer issuance of contracts and induction programs covering safeguarding and compliance topics.
- Coordinate workforce scheduling ensuring adequate coverage and compliance with each home's requirements.
- Utilize CRM and proprietary SaaS platforms for recruitment, compliance, rostering, and reporting.
- Engage effectively with international teams and stakeholders, facilitating inspection readiness through impeccable documentation.
Candidate Profile
- Essential: Bachelor's degree (Master's preferred) in fields such as HRM, Business Administration, Law, Psychology, Social Sciences, Public Administration, or related areas.
- Exemplary command of English in both written and spoken communication, suitable for professional correspondence with UK authorities.
- Proactive, highly organized, with strong process adherence and improvement mindset.
- Comfortable with Microsoft 365 applications; advanced Excel skills are advantageous.
- Familiarity with AI-based language models (e.g., ChatGPT) used responsibly.
- Desirable backgrounds include banking compliance, ISO-based quality and compliance roles, HR/recruitment with security vetting, legal/paralegal compliance experience, audit or risk control expertise, or high-achieving graduates from notable institutions.
