Role Overview
Position: Clerk of Works
Location: Nationwide (Greater Dublin focus)
Reports To: Mobilisation Manager

Primary Purpose
The Clerk of Works is responsible for ensuring the quality of construction materials and workmanship aligns with planning permissions, building regulations, architects' and engineers' plans, development agreements, and consultant specifications. Responsibilities include overseeing defect inspections, surveys, snagging, and remedial actions. The role involves close collaboration with multiple departments including Asset Management, Housing, Development, Design Teams, Contractors, Estates, and Compliance to deliver safe, sustainable, and high-quality homes.
Key Responsibilities
- Inspect construction activities, including site development and related civil engineering works, to verify compliance with design specifications, statutory standards, building regulations, fire safety requirements, and planning permissions.
- Ensure health and safety standards are met and maintained on all sites.
- Conduct building surveys and audits as necessary.
- Keep detailed records of construction progress, potential risks, and mitigation strategies for new housing projects.
- Collaborate within a multidisciplinary team to manage snagging processes and defect resolution sign-offs.
- Coordinate the handover of completed dwellings with internal and external stakeholders, addressing any post-occupancy issues during the defect liability period.
- Organize and lead progress meetings, site inspections, and defect close-out reviews.
- Facilitate the smooth transition of housing schemes from Development to Asset Management and Housing Operations.
- Review Operations & Maintenance manuals, health and safety documentation, and statutory certifications.
- Document lessons learned from projects to inform future developments.
- Work with Defects Coordinator and Defects Officer to log, track, and resolve defect-related issues during liability periods.
- Maintain comprehensive defect registers and monitor contractors’ completion of outstanding issues.
- Develop and sustain strong working relationships with contractors, consultants, and internal teams.
- Represent Respond professionally at meetings and inspections.
Required Qualifications and Experience
- A minimum of an undergraduate degree.
- Possession of a National Certificate or National Diploma in Construction Studies or Civil Engineering from recognized awarding bodies.
- Membership in the Institute of Clerk of Works in Ireland is desirable.
- Alternatively, qualification through specific building courses issued by the Technical Instruction Branch of the Department of Education or equivalent technological certificates (Intermediate or Advanced Stages).
- Proven supervisory experience in building work, especially in housing or related sectors.
- At least 5 years of relevant post-graduate experience in roles such as Clerk of Works, Site Engineer, Building Surveyor, Construction Project Manager, or similar quality assurance capacities.
- Ability and willingness to travel nationally with a clean full driving license.
Technical and Personal Skills
- Comprehensive knowledge of civil engineering and building construction practices.
- Ability to produce clear, precise reports and accurately maintain inspection records.
- Competence in interpreting drawings and technical specifications.
- Strong digital literacy skills.
- Excellent communication skills.
- Familiarity with Irish building codes, health, and safety regulations.
