About the Role
Terracotta is an outsourcing specialist that provides recruitment, Employer of Record (EOR), manpower supply, and corporate service offerings throughout the UAE. The team is hiring a Business Development Manager for its Abu Dhabi office, with a focus on a commercially minded professional who understands the sector well and already has strong connections in government and semi-government environments.
This role is based in Abu Dhabi, UAE and is a full-time position. The working schedule is Monday to Friday, from 9:00 AM to 6:00 PM.
Mandatory Requirements
- Prior UAE work experience is compulsory.
- Exposure to government and semi-government clients is required.
- Having current, active client relationships is considered a strong advantage.
- Background in manpower outsourcing, staffing, and/or EOR services is necessary.
- The candidate should already be overseeing an active sales portfolio in Abu Dhabi.
Responsibilities
- Win new business across staffing, manpower outsourcing, and EOR solutions.
- Spot and develop opportunities with government and semi-government organizations in Abu Dhabi and across the UAE.
- Create leads, arrange meetings, and turn prospects into confirmed business.
- Develop trusted relationships with decision-makers in procurement, HR, and operations.
- Plan and implement business development strategies that support revenue expansion.
- Handle the entire sales process, from outreach and proposal preparation to negotiations and deal closure.
- Work with bidding and commercial teams on tenders, RFPs, and client submissions.
- Grow and manage key accounts while maintaining strong client satisfaction and retention.
- Track market movements, competitor actions, and procurement timelines to uncover new opportunities.
- Keep the sales pipeline active and provide reliable forecasts and progress updates.
- Make sure proposed solutions comply with UAE labour laws, outsourcing rules, and workforce compliance standards.
Qualifications
- A bachelor’s degree in Business Administration, Marketing, Human Resources, or a related discipline is needed.
- At least 3 to 5 years of direct UAE business development experience in manpower supply, staffing, outsourcing, and/or EOR services.
- A proven history of meeting and surpassing sales and revenue goals.
- Well-established relationships and a strong professional network within Abu Dhabi’s government and semi-government sector.
- Successful experience selling workforce solutions, outsourcing services, and manpower offerings.
- Strong business sense, along with effective negotiation and relationship-building ability.
- Experience in managing major accounts and expanding account value.
- Solid capability in pipeline tracking, forecasting, and reporting.
- Good knowledge of UAE labour laws, outsourcing structures, and workforce compliance needs.
- Excellent communication, presentation, and stakeholder management skills.
